Description

NASA/GRC has a requirement for continued services to support the NASA GRC Educational Program Office (EPO). The EPO at the NASA GRC is chartered to participate in educational programs and activities to enhance the teaching and student learning of science, mathematics, and technology education. This mission is accomplished through the utilization of NASA’s inspiring mission, the unique Glenn laboratories, and the diverse and highly specialized workforce of the GRC. Moreover, the office serves a broad-based community over a six-state mid-West region with these programs, as well as other NASA centers as necessary. All activities further expand NASA’s ongoing commitment to contribute the national priorities for educational excellence.

EPO has a requirement for a highly integrated, vastly skilled program support staff to enable a highly facilitated coordination of multiple organizations and activities. The support staff has the responsibility of assisting individual Program/Project Managers in the administration of the daily activities necessary to accomplish individual program/project objectives smoothly and cost-effectively.

Due to delays in the competitive procurement activity for the NASA Glenn Educational Support Services (ES2) contract, the need to award a purchase order exists to provide the time required for the award of ES2. The EPO support will be incorporated into ES2 in an effort to streamline work efforts and increase productivity in the EPO. Awarding an order for a baseline period of one month with the inclusion of the four option months will allow for the continuation of the necessary services to the GRC EPO.

NASA/GRC intends to purchase the services from Paragon TEC, Inc. under the authority of FAR Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Paragon TEC, Inc. represents the only responsible source because of its unique combination of qualifications and experience, its understanding of NASA educational goals and objectives, its knowledge of the EPO mission and its office operations and for being the only source with the wealth of essential experience and combined capabilities to complete the multifaceted effort within the required period of performance.

This requirement will be awarded via a purchase order with Paragon TEC. The period of performance will not exceed five months and will be extended by a one-month base period with four one-month options, to be exercised if necessary. The Government intends to acquire a commercial item using FAR Part 12.

THIS IS A SOLE SOURCE ANNOUNCEMENT

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 PM local time on October 26, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a full and open competition basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
