Description
NASA/GSFC plans to issue a Draft Request for Proposal (RFP) for the Geophysics, Geodynamics and Space Geodesy (GGSG) procurement. This is a full and open competitive follow-on requirement for services currently being performed under contract NNG11HP14C. The GGSG procurement supports a wide array of geodynamic, geomagnetic, geophysical, and atmospheric investigations of solar system bodies such as the Earth, Venus, Mars, and Mercury. Among the requirements for these investigations are instrument development; software development and maintenance; data collection, archiving and dissemination; scientific data analysis, modeling and interpretation; reports and presentations of scientific results; and related public outreach and education. The draft SOW is attached to this announcement.
This procurement will be a full and open competition. The Government does not intend to acquire a commercial item using FAR Part 12. This competitive procurement will result in a Cost-Plus-Fixed-Fee (CPFF), Indefinite Delivery Indefinite Quantity (IDIQ) Contract. All responsible sources may submit an offer which shall be considered by the agency.
The anticipated release date of the draft RFP is end of March 2014, with industry comments and inquiries due end of April 2014. The anticipated release date of the final RFP is the end of May 2014 with proposals due in the end of June 2014. The anticipated award date is May 08, 2015. A 30 day phase-in is anticipated to commence on May 08, 2015 and full contractual performance is anticipated to start June 07, 2015. The government intends to perform the evaluation in accordance with FAR Part 15.
