Description

NASA/JSC has a requirement for the Detailed Design, Flight Production and Certification, and Deployment Life Cycle phases for the General Laboratory Active Cryogenic ISS Experiment Refrigerator (GLACIER). The purpose of the GLACIER system is to provide a versatile cryogenic freezing and storage unit for a broad range of Science on board International Space Station (ISS) and the Space Transportation System (STS-Space Shuttle). The primary function of GLACIER will be to provide the capability to provide cryogenic preservation to science samples, with a wide variety of geometries, aboard ISS. Pursuant to FAR 6.302-1, NASA/JSC intends to purchase the items from University of Alabama at Birmingham (UAB). Their proprietary design and approach has been determined to be the only GLACIER design which satisfies the NASA requirements at a reasonable and favorable cost. Furthermore, award to any other source or recompetition at this stage would result in substantial duplication of cost that could not be recovered through competition as well as unacceptable delays in fulfilling NASA’s needs for this system. Therefore, no other supplies or services will satisfy agency requirements.   The Government does not intend to acquire a commercial item using FAR Part 12.   See Note 26.
