NASA Earth Venture Mission-3 Announcement of Opportunity Amendment #2 Released

The National Aeronautics and Space Administration (NASA) Science Mission Directorate (SMD) is releasing Amendment Number 2 to Announcement of Opportunity (AO) solicitation number NNH21ZDA002O to solicit Principal Investigator (PI)-led science investigations for the Earth Venture Mission-3 (EVM-3) element of the Earth System Science Pathfinder (ESSP) Program.

 

This email is not a complete or verbatim summary of the amended EVM-3 AO. To obtain a copy of the full, final AO visit the NASA Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES), https://nspires.nasaprs.com, and download solicitation number NNH21ZDA002O. In the event of any future lapses to the NASA operations, AO respondents should visit NSPIRES, the official NASA source for this AO. Proposers must carefully read the final EVM-3 AO in its entirety and not rely on this summary.

 

This amendment makes three changes:

 

1.    It lowers the amount that the proposals need reduce the AO Adjusted Cost Cap for Commercial FAA-Licensed Launch services from $12M per launch to $9M per launch for launches below the defined cutoff, and from $22M per launch to $14M per launch for higher than the defined cutoff.

2.    It extends the proposal due date to March 18, 2021.

3.    It updates the Agency Procurement Ombudsman language.

 

On or about January 22, 2021, the amendment document will be posted on the Earth Venture Mission – 3 webpage at https://nspires.nasaprs.com/external/solicitations/summary!init.do?solId={1DECEAA1-A9AC-5F67-D771-9D9BB852D3F2}&path=open . The AO document will be updated in a clear manner to reflect these changes.

 

The Question and Answer (Q&A) period for the EVM-3 AO ends at 11:59 pm Eastern Time on March 4, 2021. Questions will be accepted by email only, and must be addressed to kenneth.w.jucks@nasa.gov with the subject line to read “EVM-3 AO.” Q&As will be posted on the EVM-3 Acquisition Homepage at https://essp.larc.nasa.gov/EVM-3/. Anonymity of persons and institutions who submit questions will be preserved.

 

The issuance of the EVM-3 AO does not obligate NASA to issue an award through this AO. Any costs incurred by prospective investigators in preparing submissions in response to this solicitation are incurred completely at the submitter’s own risk.
