Description

NASA/GSFC has a requirement for the continuation of support for the Earth Observing System (EOS) Data and Information System (EOSDIS)Independent Verification and Validation (IV&V).       NASA/GSFC intends to obtain support from Averstar,Inc., 6301 Ivy Lane, Suite 200, Greenbelt, MD     20770, on a sole source basis in accordance with 10 U.S.C. 2304(c)(1), Only One Responsile Source.     NASA/GSFC plans to extend contract NAS5-32605 for a six month period (June 16, 2004 through December 15, 2004).     These services are a continuation of support for the EOSDIS IV&V.     This extension is required to complete test activities for the EOS Aura mission.     The requirements include the completion of Aura EOS Ground System End-to-End tests, operation of the EOS Mission Operations System Analysis subsystem during the Launch and Early Orbit Operations phase and completion of post lauch documentation requirements.       Award to any other source for this six month period would cause unacceptable delays to the Aura mission and joepardize the completion of post Aura launch requirements. This support is a continuation of specific specialized support provided under contract NAS5-32605 for the past 9 years 9 months, and is only intended to continue until the Aura launch and post launch requirement. The Government does not intend to acquire a commercial item using FAR Part 12.       See Note 26. See Note 22 Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 6, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.     Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.       An Ombudsman has been appointed.     See NASA Specific Note “B”.
