NASA Draft Earth Venture Continuity 1 (EVC-1) PEA Released
NASA Announcement: Release of the DRAFT Earth Venture Continuity-1 (EVC-1) Program Element Appendix (PEA) to the Third Stand Alone Missions of Opportunity Notice (SALMON-3) for Community Comments
The National Aeronautics and Space Administration (NASA) has released a draft of the Earth Venture Continuity 1 (EVC-1) Program Element Appendix (PEA) to the Third Stand Alone Missions of Opportunity Notice (SALMON-3) Announcement of Opportunity (AO) for community comments (NNH19ZDA007J). SALMON-3 is an omnibus NASA AO which provides a solicitation and procurement base for modest investigations, also referred to as Missions of Opportunity (MO), requiring space flight that advance the high priority science, exploration, and technology objectives of NASA’s Science Mission Directorate, Human Exploration and Operations Mission Directorate, and the Space Technology Mission Directorate. EVC-1 will solicit proposals for cost-capped activities resulting in the design, implementation, on-orbit characterization and scientific exploitation of observations from a capable observing system, to enable the retrieval of top of the atmosphere short wave, long wave, and total radiative fluxes. Measured top of the atmosphere radiances and any necessary algorithms will be used by NASA to seamlessly extend and continue the Earth Radiation Budget (ERB) Climate Data Records. Other outputs are expected to include scientific investigations by the PI team to advance the understanding of radiances, radiative fluxes, and the ERB. EVC-1 is part of the Earth Venture (EV) portfolio under the Earth System Science Pathfinder (ESSP) Program and will be the first solicitation in the EVC series. The EV portfolio consists of regularly solicited, competitively selected, cost and schedule constrained Earth science investigations as recommended in the 2017 Decadal Survey report. The PI-Managed portion of the Mission Cost Cap for EVC-1 is $150M in FY2019 dollars and NASA plans to complete the selection using a single-step process.
Participation will be open to all categories of organizations (U.S. and non-U.S.), including educational institutions, industry, not-for-profit organizations, Federally Funded Research and Development Centers, NASA Centers, the Jet Propulsion Laboratory, and other Government agencies.
