Description

NASA Dryden Flight Research Center (NASA/DFRC) has a requirement for engineering support services for the Crew Exploration Vehicle (CEV) Project in accordance with the attached Statement of Work dated August 25, 2010 for the period of ten (10) months; one (1) job.

NASA/DFRC intends to acquire these services from Zel Technologies LLC of Hampton, Virginia. The authority for other than full and open competition is 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. The expertise called out in this procurement is essential to meeting the aggressive schedules for this project. Zel Technologies LLC has provided these engineering services for the CEV Project for the past two years and thus possesses a unique knowledge of the systems and participated in defining the requirements for the project. In order to duplicate the expertise required for the Statement of Work associated with this procurement, a senior engineer would require approximately two years of on-the-job training to reach the level of expertise that is currently being provided by Zel Technologies LLC. Knowledge of the entire CEV Project is required to meet this timeline and ensure that the integration process results in the safe and efficient operation of the project. An inexperienced engineer would require more than double this time to coordinate integration activities as they continually search for the required information needed to support the project and ensure safe operations.

The Government intends to acquire these services using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. (PDT) on 09/28/2010. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
