Description

NASA/DFRC plans to issue a Invitation for Bids (IFB) for Revitalize Mission Control Infrastructure.

The order of magnitude for the procurement is between $5,000,000.00 and $10,000,000.00 and the effort shall be completed within 500 calendar days after Notice-To-Proceed (NTP).

This procurement is a total small business HUB-Zone set-aside.

The NAICS Code and small business size standard for this procurement are 238220 and $14.0 Million, respectively.

The anticipated release date of the IFB is on or about 05APR13 with an anticipated offer closing date of on or about 08MAY13.

The firm date for receipt of bids or proposals will be stated in the IFB. Drawings and specifications will be posted with the solicitation.

All responsible sources may submit a bid which shall be considered by the agency.

NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html . The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror’s responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).

FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995), (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.

(b) An organized site visit has been scheduled for –

NASA-Dryden Flight Research Center, Building B4825, Institutional Support Facility (ISF)

Site Visit attendees must complete and submit to the Contracting Officer DFRC Form 735, Visit Request – U.S. Citizen, within seven (7) days prior to the site visit. The Site Visit form will be included in the solicitation package. All contractual and technical questions must be submitted in writing. Telephone questions will not be accepted.
