Description

NASA/DFRC intends to extend Contract NAS4-00043, Airborne Science Support Program, for a three (3) month period, with an additional three (3) month option. The incumbent contractor, Lockheed Martin Logistics Management (LMLM) of Greenville, South Carolina, currently operates and maintains two (2) ER-2 Aircraft in support of NASA’s Airborne Science Program?s utilized by the Scientific Community. The contractor will continue to be responsible for the airworthiness of these Aircraft and provide support necessary to coordinate installation of experimenters’ equipment onboard the Airborne Science aircraft. This support shall involve mechanical, electrical, and systems interfaces between the aircraft and experimenter’s equipment. Maintenance requirements for both the ER-2 Aircrafts include Depot Level Maintenance. The authority for proceeding with this procurement without full and open competition is 10 USC 2304(c)(1)–Only One Responsible Source. The Government has procured this service from Lockheed Martin Logistics Management with additional engineering and technical support from Lockheed Martin Skunks Works.   Lockheed Martin is the developer and sole provider of the ER-2 Technical upgrades and engineering support. The engineering and technical support requires design, modification drawings, systems and software specifications and intellectual property which are proprietary to Lockheed Martin and are unavailable from any other company. Accordingly, only LMLM can meet the requirements of this procurement. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Oral communications are not acceptable in response to this notice. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 10/03/2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.   A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note “B”.
