Description

NASA/GSFC has a requirement for the acquition of Phase II of the Lunar Reconnaissance Orbiter (LRO) exhibit at the NASA Goddard Visitor Center.

The exhibit items listed below for Phase II will complete the LRO exhibit at the Visitor Center:

1. Vinyl graphics, for the glass panels surrounding the LRO spacecraft prototype already on display, that accurately identifies and labels the spacrcraft’s components and subsystems without obscuring the view of the spacecraft.

2. A new standalone, secure display case and associated interpretive graphics and Braille label for the Visitor Center’s Apollo 14 rock sample. The sample and interpretive graphics should be illuminated and should have the same look and feel as the rest of the existing and new LRO exhibit components. The case should meet the security requirements of the Apollo sample curation team at Johnson Space Center and the Goddard Space Flight Center Security Office.

3. A panel with secure, yet touchable, terrestrial rock samples and associated interpretive graphics to be mounted along the wall of windows between the existing Apollo 14 rock case and corner of the gallery. The panel should have the same look and feel as the rest of the existing and new LRO exhibit components and should feature a Braille label as well.

4. A standalone, durable, touchable model of the Aristarchus Plateau made using topographic data from LRO and mounted on a pedestal with interpretive graphics. The pedestal should have the same look and feel as the rest of the existing and new LRO exhibit components and shoud feature a Braille label.

5. A standalone, durable cast of an actual spacesuite boot print made by Apollo astronaut Ed Mitchell with associated interpretive graphics and Braille label. The cast should be mounted in a way as to allow visitors of many ages and physical abilities to place their foot in the print while also ensuring visitor safety.

6. A standalone display, previously fabricated by RGI for the Great Lakes Science Center and to be re-purposed for the LRO exhibit, featuring lumar soil simulants and comparing them to local soil samples from the Chesapeake Bay, including interpretive graphics.

NASA/GSFC intends to purchase the items from RGI International pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. RGI designed, fabricated and installed the existing exhibit items comprising Phase I of the LRO exhibit at the NASA Visitor Center.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on May 15, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
