Description

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

This notice is being issued as a Request for Quotations (RFQ) for two portable, battery-powered laser Raman spectrometers. NASA Ames Research Center requires these items to meet the minimum specifications as described in the specifications listed below.

BACKGROUND: NASA Ames Research Center will use the two portable, battery-powered laser Raman spectrometers for both laboratory and remote field-based analysis of rocks, minerals and organic compounds analogous to those that may be found on Mars during the Mars Science Laboratory Mission.

SPECIFICATIONS: A) SPECTROMETER ONE shall have 50 mw power and 532 nm DPSS.

B) SPECTROMETER TWO shall have 400 mw power and 785 nm DPSS.

C) SPECIFICATIONS FOR SPECTROMETERS ONE AND TWO: 1) Laser shutter control; optical power adjustable from 0 to full power in increments; 2) F/1.6 spectrograph (minimum), TEC cooled CCD camera, 16 bit digitization; 3) Spectral range, 100-3,100 cm-1; spectral resolution, 7cm-1 or less; 4) HRP-8 high throughput laboratory fiber-optic Raman probe, O>D> >8, Rayleigh rejection; working distance 7 mm; 5) System software: Data acquisition and spectral management software; 6) Data files saved as .txt, .spc. .dat or .bmp formats; 7) Direct export/link to GRAMS or Excel for post-processing and modeling; 8) Operating temperature 10* C to 40* C; 9) Power requirement: DC power supply, integrated rechargeable lithium battery for field portability; 10) Must be hardened against cold weather and difficult conditions; 11) Must be capable of operation from hardened laptop computers; 12) Software will allow remote identification and analysis using existing databases such as RRUFFTM; 13) a)The fiber optic should be attachable to optical microscopes, so that petrographic thin sections can be analyzed; b) The fiber optic should be attachable to a stage or other fixture so that various thicknesses of samples can be analyzed, including powders and thick sections; 14) Must be 12 kilograms or less; 15) Must fit in a backpack or on a pack frame and be housed in a rugged case.

PERIOD OF PERFORMANCE The two specified portable, battery-powered laser Raman spectrometers shall be delivered FOB Destination to NASA Ames Research Center, Moffett Field, CA within five weeks from date of award.

This procurement is a total small business set-aside. In accordance with FAR 19.001, a small business concern is defined as a concern that is qualified as a small business under the criteria and size standards in 13 CFR Part 121, and is organized for profit with a place of business located in the United States or its outlying areas and that makes a significant contribution to the U.S. economy through payment of taxes and/or use of American products, material and/or labor. Additional information regarding small business contracting with the federal government is available from the Small Business Administration at http://www.sba.gov/ .

The North American Industry Classification System (NAICS) Code and the small business size standard for this procurement are 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size of 500 employees; respectively.

All responsible sources may submit an offer which shall be considered by the agency.

Offers for the items(s) described above are due by Wednesday, July 25, 2012, no later than 3:00 PM Pacific Time, to the contract specialist, Karen Klaas, email Karen.Klaas@nasa.gov, and must include a firm fixed price for the required items. Quotations must also include: solicitation number, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. The provisions and clauses in the RFQ are those in effect through Federal Acquisition Circular (FAC) 2005-58.

Offerors shall provide the information required by FAR 52.212-1 (Feb 2012), Instructions to Offerors-Commercial Items, which is incorporated by reference. Please note paragraphs (j) and (k) that require all offerors to have a DUNS number and current CCR registration.

Offerors shall provide the information required by FAR 52.212-3 (Apr 2012), Offeror Representations and Certifications – Commercial Items with their offer. If the offeror has already entered their representations and certifications at the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov/ , offerors are only required to complete paragraph (b) of the provision and return with your quotation.

All contractual and technical questions about this solicitation must be in writing (e-mail only) to: Karen.Klaas@nasa.gov not later than Tuesday, July 17, 2012 no later than 3:00 PM Pacific Time. Telephone questions will not be accepted.

Selection and award will be made to the offeror whose offer will be most advantageous to the Government, with consideration given to the following evaluation factors: (1) Technical merit of the proposed two portable, battery-powered laser Raman spectrometers and the extent that they meet all of the specifications listed in the attached specifications document; (2) Price: An evaluation of the reasonableness of the quoted firm fixed price for the two portable, battery-powered laser Raman spectrometers; (3) Schedule: An evaluation of the offeror’s delivery schedule for two portable, battery-powered laser Raman spectrometers to NASA Ames Research Center, Moffett Field, CA.

The offeror’s past performance and warranty for the two portable, battery-powered laser Raman spectrometers shall be considered. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)).

Prospective offerors shall notify this office of their intent to submit an offer.
