Description
NASA Ames Research Center (ARC) is seeking partners interested in developing competitive proposals in response to NASA Announcements of Opportunity (AOs). ARC is interested in partners that can perform science investigations and research activities. In addition, information is sought on potential partners that, in addition to performing substantial research, can provide hardware, equipment or instrumentation that is necessary to perform that proposed science investigation or research activity.
NASA selects and procures scientific investigations (missions) through the NASA Announcement of Opportunity (AO) Process. A single Principal Investigator (PI) leads a mission investigation team. The PI may be from any category of Government or non-Government institution, including educational institutions, industry or nonprofit organizations, or from one of the NASA Centers, the Jet Propulsion Laboratory (JPL), other federally funded research and development centers, or other U.S. Government agencies. The mission team may be formed from any combination of these institutions. ARC may respond to an AO in either a lead or support role.
This synopsis/special notice may be posted annually, and may be updated more frequently as information becomes available regarding ARC’s specific interests. ARC is currently considering responding to the AOs identified below:

Special Notice Response Instructions
Potential partners are encouraged to submit questions to the identified POC in writing. Pertinent information from questions and answers will be shared with all interested parties, without disclosing the identity of the sources of the questions.
Written responses shall: 1) Not exceed 15 pages per Mission proposal (MP). More than one MP per potential partner is possible. 2) Use an Arial font text with a size not smaller than 12 point. 3) Address all requirements described. 4) Provide a Point of Contact to address questions from NASA.
Potential partners may submit their responses at any time. However, ARC reserves the right to complete its evaluation of responses for each planned AO in a time frame necessary to support timely submission of the AO proposal.
10 copies of each written response, with an electronic (PDF format) copy on CD must be submitted to the POC listed above, Mary.E.Walsh@nasa.gov.
ARC reserves the right to hold optional oral presentations with potential partners. Presentations will include a specified period of time to present and a specified time for questions and answers.
All responders to this notice should be aware that NASA support service contractors may have access to their proposals and may be involved in the review of submissions. All contracts used to support this effort will have appropriate safeguards in place. All information received in response to this notice that is marked Proprietary will be handled and protected accordingly. NASA support service contractors are under an obligation to keep third-party proprietary information in confidence. By submitting a response to this notice, the responder is deemed to have consented to release of proprietary information to such NASA support service contractors. Responses to this notice will not be returned.
Criteria for Selection of Partner(s)
All responders shall identify which of the proposed AO’s their proposal would support. The responses will serve as the basis for selection. ARC will score the responses based on alignment with the Agency, compliance with the AO requirements, feasibility of the concept, and suitability to Ames. The requirements to be addressed by a proposer for evaluation are listed in relative order of importance below:
For Mission Ideas: 1. Provide recommended study topics or mission concepts related to the particular AO of interest and why the topic is relevant to the AO. 2. Provide a concept of operations for the mission. 3. List existing partners, if any, their role and related past performance and experience. 4. Identify a ROM cost. 5. Indicate the resources (skills and time) that would be allocated to a potential proposal phase of support
For Full Mission Concepts: 1. Provide recommended study topics or mission concepts related to the particular AO of interest and why the topic is relevant to the AO. 2. Provide a concept of operations for the mission. 3. Identify existing partners, their role in the proposed mission, and related past performance and experience. 4. Address payload and mission element capabilities the proposer has to offer; 5. Identify particularly critical or challenging areas overcome in previous work; 6. Identify spacecraft bus relevance and compliance to the applicable mission class (Class A, B, C, or D) 7. Discuss current capabilities for I & T flow for the spacecraft and payload(s); 8. Identify support facilities the institution has available (fabrication, I & T, storage, etc.) for spacecraft and/or payload(s); 9. Identify ROM schedules and costing for spacecraft and instruments 10. List the skills available to support a spacecraft and payload through all mission phases. 11. Indicate the resources (skills and time) that would be allocated to a potential proposal phase of support

It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis.
Responses should include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; whether the company is US-owned or internationally-owned; number of years in business; affiliate information: parent company (US or international), joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact – address and phone number).
