Description
NASA/ARC has a requirement for lessons learned airship study for the RAV-B airship.
NASA/ARC intends to modify and extend contract NNA08BC43C, Rigid Aeroshell Variable Buoyancy (RAVB) Vehicle Demonstration Contract with Aeros Aeronautical Systems Corporation (Aeros), Montebello, CA on a sole-source basis pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source. The contract shall be modified to include additional reporting and analysis activities and the performance period will be extended for up to 4 additional months. The principle purpose of the contract was to design, develop, and test the RAVB airship in order to demonstrate the unique technologies associated with this particular vehicle. The additional reporting and analysis activities are associated with capturing lessons learned and performing an assessment of scalability that will require an extension of the period of performance of the current contract, NNA08BC43C, to potentially April 2014. The modification shall increase the current contract value by an estimated amount of approximately $100,000 dollars. The extension is in the Governments best interest to perform the additional reporting and analysis requirements. The current Contractor, Aeros, is the only Contractor that can meet ARCs needs given that the requirement of the work (lessons learned and an assessment of scalability) relates directly to the unique RAVB vehicle developed and built by Aeros. The Government does not intend to acquire a commercial item using FAR Part 12. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Notwithstanding this stated intent, interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30pm local time on 12 December 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
