Description
NASA/ARC has a requirement for high quality and high accuracy material property characterization of NASA thermal protection system (TPS) materials, including the following testing: 1) thermal conductivity over a range of pressures by guarded hot plate, comparative longitudinal heat flow, radial inflow; 2) specific heat by adiabatic drop calorimetry or differential scanning calorimetry; 3) thermal expansion; 4) tensile strength, strain to failure and modulus; 5) compression strength, strain to failure and modulus; 6) shear strength; 6) gas permeability; and 7) additional material characterization and testing as needed for project requirements.
The contractor is required to have the facilities, staff and technical expertise to perform all of the above listed work at the required level of quality assurance in order to meet critical NASA project milestones.
NASA/ARC intends to purchase the services from Southern Research Institute of Birmingham, AL, in accordance with 10 USC 2304(c)(1), the only known responsible source for these items, and no other supplies or services will satisfy agency requirements. Southern Research Institute is the only source identified that meets all of NASA’s requirements. NASA intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract, with a five year period of performance, from which firm fixed price task orders will be issued for testing requirements as they become needed.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 15, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
