Description

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

This notice is being issued as a Request for Quotations (RFQ) for one laser scanner system for biomolecular imaging that will be used to characterize complexes between biomolecules and to probe their structures. This will be accomplished by monitoring the distribution of radioactivity in gels and on filters.

Description: A laser scanner system for biomolecular imaging applications capable of sensitive and quantitative measurements of radioisotopic labels in polyacrylamide gels and on filters. The instrument must provide a linear signal response of at least 4 orders of magnitude (dynamic range). It must be capable of producing publication quality images. The scanning area needs to be 20 cm x 40 cm or larger. NASA ARC requires software associated with image analysis. A storage system (server) is not required. NASA ARC requires two phosphor screens (one large 20 cm x 40 cm; one small 20 cm x 25 cm) to be used with scanner. The resolution shall be 50um or smaller. GE Healthcare Typhoon FLA 7000 IP is an example of an instrument that meets these requirements, however this brand name is not required. Optical magnification is not required. Brightfield or fluorescence imaging modes are not required. Volume of imaging may range from 1 – 15 scans per week. Delivery and complete installation required by January 18, 2013. Demonstration units that meet the above requirements and which are provided with full factory warranty are acceptable. Total quoted price shall include associated shipping charges for delivery and installation of the laser scanner system at NASA ARC.

The provisions and clauses in the RFQ are those in effect through FAC 2005-63.

The NAICS Code and the small business size standard for this procurement are 334516 and 500 employees respectively. The offeror shall state in their offer their size status for this procurement.

All responsible sources may submit an offer which shall be considered by the agency.

Delivery to NASA Ames Research Center is required within 20 days ARO. Delivery shall be FOB Destination.

Offers for the items(s) described above are due by 12:00 Noon Pacific Time, December 24, 2012 to Mr. Lam Pham, by email: lam.v.pham@nasa.gov, and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (FEB 2012), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled “Buy American Act — Supplies,” the offeror shall so state and shall list the country of origin.

FAR 52.212-4 (FEB 2012), Contract Terms and Conditions-Commercial Items is applicable.

FAR 52.212-5 (AUG 2012), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.204-10, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.223-18, 52.225-3 Alt I, 52.225-13, 52.232-33.

The following NFS clauses are applicable: NFS 1852.223-72 Safety and Health (Short Form). (APR 2002) NFS 1852.225-70 Export Licenses. (FEB 2000) NFS 1852.237-73 Release of Sensitive Information. (JUN 2005) All contractual and technical questions must be in writing to Mr. Lam Pham, by email: lam.v.pham@nasa.gov, not later than 5:00 pm PT December 19, 2012. Telephone questions will not be accepted.

Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Other critical requirements: Delivery and Installation to NASA ARC, and Warranty, shall also be considered. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)).

Offerors must include completed copies of the provision at 52.212-3 (APR 2012), Offeror Representations and Certifications – Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract.

In order to be considered for award, offerors must be registered in System for Award Management (SAM), http://www.sam.gov , and have a current CAGE code and Representations and Certifications posted.
