Description
NASA/ARC plans to issue a Request for Proposal (RFP) for the Intelligent Systems Research and Development Support 2 (ISRDS-2) requirement. An estimated schedule of milestones can be found below. This pre-solicitation synopsis is issued to replace the Request for Information Sources Sought Synopsis posted on March 27, 2012. This requirement will be issued as a Full and Open Competition procurement. The NAICS Code and Size Standard are 541712 and 500 employees, respectively.
The proposed Sub-contract Goals for this procurement are as follows: Total Small Business – 34%; Small Business – 15.0%; Small Disadvantaged Business – 5.0%; Women-Owned Business – 7.5%; HBCU/MI – 0.5%; HUBZone – 1.0%; Veteran-Owned – 3.0%; Service-Disabled Veteran-Owned – 2.0%.
A Draft RFP (DRFP) and Draft Statement of Work (SOW) will be posted initially, which will seek comments from interested parties. The tentative ISRDS-2 schedule is as follows: Issuance of Draft RFP/ Solicitation – January 2013; Pre-Proposal Conference – approximately 2 weeks after the posting of the Draft Solicitation; Comments on Draft Solicitation – approximately 2 weeks after Pre-Proposal conference; Final RFP – February 2013; Proposal Due Date – March/April 2013; Contract Award – July/August 2013.
The Government does not intend to acquire a commercial item using FAR Part 12. This procurement will be for 5 years with a three-year base period and two one-year options. The ISRDS-2 procurement is a re-compete of the Intelligent Systems Research and Development Support contract (NNA08CG83C). The requirement is for support services at Ames Research Center encompassing research and technology development in the following research domains: artificial intelligence (AI), knowledge-based systems, knowledge discovery and data mining, information processing and sensors, biologically inspired computer systems and human extensions, prognostic signal analysis, model-based diagnostic reasoning, automated software fault diagnostic technologies, fault-tolerant computing hardware and networking, tele-presence and tele-control of remote, mobile platforms, autonomous and adaptive control, integrated design, human-centered computing, system design of a distributed heterogeneous network of workstations, and distribution of research information in various formats and forums. The work contemplated under this contract will require support for multiple programs and projects concurrently. The work will be performed primarily at Ames Research Center (ARC), Moffett Field, California.
NASA FAR Supplement Clause 1852.215-84, Ombudsman, is applicable. The installation Ombudsman is Deborah Feng (deb.feng@nasa.gov, 650-604-0256). No solicitation has been issued; therefore, do not request a copy of the solicitation. It is the potential offeror’s responsibility to monitor Federal Business Opportunities (FedBizOpps/FBO) and the NASA Acquisition Internet Service (NAIS) for the release of a solicitation and amendments (if any). Prospective offerors shall notify this office of their intent to submit an offer. Notification is hereby provided of the availability of the Contracting Officer and Technical Representative to meet with interested parties on Mondays through Thursdays from 9:00 am to 3:30 pm for one half hour meeting once before the draft Request For Proposal (RFP) is released and once after the draft RFP is released.
