Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.
This notice is being issued as a Request for Quotations (RFQ) for one Full Spectrum Solar Simulator that simulates the solar spectrum from 250-2500 nm. The simulator must be able to simulate natural solar radiation outside of the earth’s atmosphere and at the surface of the earth. The solar spectrum in the UV range must be 250-400 nm. The area under the beam must be no less than 8 x 8 inches. Other critical requirements: 1. Must provide 1600 w/m2 intensity 2. Must produce a highly collimated and uniform output beam no less than 8 x 8 inches. 3. Uniformity 5%, Collimation plus/minus 2 degrees 4. Air mass filters (AM 0 and AM1) to shape the output spectra 5. 1600 watt Xenon arc lamp 6. Temporal stability of less than 2 degrees STI and less than 5% LTI 7. Light ripple less than1% 8. Field replaceable lamps 9. Safety interlocks; door panel and thermal protection, fan cooled. 10. Highly regulated power supply with power control correction factor. 11. Class AAA 12. Warranty, minimum one year 13. Must also include all of the necessary and compatible power supplies, testing instruments, interconnecting cables, manuals, and any other relevant hardware and software integration tools needed to make the full spectrum solar simulator a single turn-key system that will be ready to use “out of the box” upon receipt. 14. Delivery: FOB Destination to NASA Ames Research Center, PO Box 1, Moffett Field, CA 94035-0001. Delivery required 6 weeks after receipt of order
The provisions and clauses in the RFQ are those in effect through Federal Acquisition Circular (FAC) 2005-53.
The North American Industry Classification System (NAICS) Code and the small business size standard for this procurement are 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size of 500 employees; respectively. The offeror shall state in their offer their size status for this procurement.
All responsible sources may submit an offer which shall be considered by the agency.
Delivery to NASA Ames Research Center, Building 255, Moffett Field, CA 94035-0001 is required within 6 weeks ARO. Delivery shall be FOB Destination.
Offers for the items(s) described above are due by Thursday, August 8, 2011, no later than 1:00 PM Pacific Time, to the contract specialist, Marianne Shelley, email Marianne.Shelley@nasa.gov, and must include: a firm fixed price for the required item, solicitation number, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. The offer must also include the email and phone contact information for two previous customers who purchased a similar instrument from the offeror within the past two years.
Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructions to Offerors-Commercial Items, which is incorporated by reference. . Please note paragraphs (j) and (k) that require all offerors to have a DUNS number and current CCR registration. Offeror must indicate NAICS 334516 in its CCR registration.
If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled “Buy American Act — Supplies,” the offeror shall so state and shall list the country of origin.
Offerors shall provide the information required by FAR 52.212-3 (May 2011), Offeror Representations and Certifications – Commercial Items with their offer. If the offeror has already entered their representations and certifications at the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov/ , offerors are only required to complete paragraph (b) of the provision and return with your quotation. These representations and certifications will be incorporated by reference in any resultant contract.

Selection and award will be made to the offeror whose offer will be most advantageous to the Government, with consideration given to the following evaluation factors: (1) Technical merit of the proposed Full Spectrum Solar Simulator and the extent that it meets all of the specifications listed above; (2) Price: An evaluation of the reasonableness of the quoted price for the required item; (3) Schedule: An evaluation of the offeror’s delivery schedule to NASA Ames Research Center, Moffett Field, CA; (4) Past Performance: An evaluation of the offeror’s past performance obtained from provided references.
Other critical requirements: The warranty and customer support for the Full Spectrum Solar Simulator shall be considered. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)).
