Description

The NASA Ames Research Center (NASA Ames) is hereby soliciting information about potential sources for the purchase of three (3) eye tracker systems. These systems will be used as part of an urgent interim software package delivery to the end users for integrated system verification and validation. The applicable NAICS (North American Industry Classification System) code for this acquisition is 334519, “Other Measuring and Controlling Device Manufacturing.” The coordinating size standard is 500 employees.

This is a request for information only and does not constitute a commitment, implied or otherwise, that NASA Ames will take procurement action in this matter. This preliminary information is being made available for acquisition planning purposes only, subject to FAR Clause 52.215-3, entitled “Request for Information or Solicitation for Planning Purposes.” It does not constitute a Request for Proposal, and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. This request is subject to review or cancellation at any time. NASA Ames is requesting information that responds to any or all of the topics listed below.

NASA Ames invites responses to this inquiry for the purpose of purchasing three (3) eye tracker systems to support a task order under the Intelligent Systems Research and Development Support contract (ISRDS–NNA08CG83C). The purpose of the task is to undertake advanced development of the first prototype version of the Investigator Aid system. This version shall incorporate both improvements in existing routines and the ability to incorporate foreign language speech to text, visual, and specialized physiological data such as eye tracking and thermal imaging. The work is part of a longer-term research effort for the development of improved information validity assessment.

The eye tracker systems must meet the following technical requirements/specifications: -Compatible with Windows XP (32 or 64 bit) or later operating system -Use of multiple cameras (from 4 to 8 cameras) -Flexible in camera position and allows for flexible deployment environments such as automotive, cockpit, room, in front of the screens -Adjustable with interchangeable focal length lens -Sampling rate between 30Hz to 120Hz -Adjustable head box that allows tracking of a subject in a non-intrusive environment and allows free and natural movements. -Tracks multiple people -3D 6 DOF (6 Degree of Freedom) gaze tracking -Accuracy of < 0.5 degree on gaze tracking -3D 6 DOF (6 Degree of Freedom) head tracking -Accuracy of < 0.5 degree (< 1mm) on head rotation -Tracks head movements at least in range 60 degree horizontally (allowing head turn angles while eye tracking) -Detects and tracks the following values: Eye Position, Gaze, Pupil Diameter, Saccades, Fixations, Blinks, Eyelid Opening -Unaffected by external illumination conditions -Compatible with contact lenses, glasses, and sunglasses -Uses at least corneal reflection and the head model based approach -Provides gaze direction calculated by iris and pupil position -Customizable coordinate system -Allows for user's definition of gaze zones in 2D and 3D world -Provides live visual feedback which includes gaze, head motion in 3D -Capable of streaming real time data to UDP and/or TCP and text log file at the same time -Allows for customizable network client and provides sample code to do so -Remote control functionality for automation -Software development tool kit (SDK) for application development -Allows for integration with scene cameras -Allows for methods for time synchronization with other applications -Compatible with MatLab for custom analysis development The NASA Ames Research Center is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the purchase of three (3) eye tracker systems meeting the above requirements. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of five (5) pages or less indicating the ability to perform all aspects of the effort described herein. The requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
