Description

NASA/ARC has a requirement for education outreach. The goal of the outreach is to encourage student interest in science, technology, engineering, and math (STEM) subjects, and to inspire enthusiasm for space.

NASA/ARC intends to purchase the services from the Traveling Space Museum, Inc. (TSM), 4658 Don Lorenzo Drive Unit D, Los Angeles, CA 90008.

The Contractor must provide all of the following requirements: – Visit to Bay Area schools, at least half of them in under-represented communities – Outreach would need to primarily fall with the following functional areas: aviation, biology, space communications, and space engineering and logistics – Tailor outreach to the Center’s particular expertise: Space biology and other research in space, Earth Science, Aeronautics, and Suborbital human space flight – Provide site security for their equipment, as if required; – Provide up to four staff people at each event; – Ensure the quality, safety and cleanliness of all contracted activities by the date of event; – Exhibits shall be flexible enough to move from place to place, school to school; – Have simulators and or stations for hands-on experiences; – Exhibits shall be interactive and educational; – Provide recent experience/past performance in space-oriented outreach

The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The Sole Source is under the authority of FAR reference 13.106(b)(1), only one responsible source and no outer supplies or services will satisfy agency requirements. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Rachel Jandron at Rachel.A.Jandron@nasa.gov not later than 12:00 p.m. local time on Friday, February 11, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

THIS NOTICE CONSTITUTES AMENDMENT NO. ONE TO THE COMBINED SYNOPSIS/RFQ FOR EDUCATIONAL OUTREACH. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued.

The purpose of this amendment is to cancel the Request for Quotations (RFQ) for educational outreach.

Companies shall not provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on January 20, 2011. Description

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

This notice is being issued as a Request for Quotations (RFQ) for education outreach. The goal of the outreach is to encourage student interest in science, technology, engineering, and math (STEM) subjects, and to inspire enthusiasm for space.

The provisions and clauses in the RFQ are those in effect through FAC 2005-45.

The NAICS Code and the small business size standard for this procurement are 611710 and $7.0M respectively. The offeror shall state in their offer their size status for this procurement.

All responsible sources may submit an offer which shall be considered by the agency.

The place of performance for the required services is NASA Ames Research Center, Moffett Field, CA. The period of performance is for one year with two one-year option periods, if exercised.

Offers for the items(s) described above are due by Thursday, February 3, 2011 to NASA Ames Research Center, Attn: Rachel Jandron, Contract Specialist, M/S241-1, Building 241 Room 221, Moffett Field, CA 94035-0001 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructions to Offerors-Commercial Items, which is incorporated by reference.

If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled “Buy American Act — Supplies,” the offeror shall so state and shall list the country of origin.

Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)).

Offerors must include completed copies of the provision at 52.212-3 (AUG 2009), Offeror Representations and Certifications – Commercial Items with their offer.
