Description

NASA/ARC Office of Diversity and Equal Opportunity (ODEO) has a requirement to develop and implement diversity services focusing on education and training, diversity skills and technique building, career enhancement, and organizational culture change. This training allows employees an opportunity to participate in an invaluable diversity training course that will directly support the mission of the ODEO to train and advise management to ensure identification of systemic bias or barriers that may hinder the diversification of the Ames workforce and to provide professional developmental diversity services to enable employees to attain personal and organizational goals.

The Contractor must possess a unique diversity skill and technique building paradigm, expertise in diversity concepts, and intrinsic ability to train employees and develop management in the area of diversity, and enhance the awareness of diversity as a management practice and leadership philosophy. The vendor must have prior experience with conducting diversity training with other federal agencies.

NASA/ARC intends to purchase the items from Stir Fry Seminars and Consulting in Berkeley, California citing FAR 6.302-1. Stir Fry Seminars and Consulting possesses the expertise in developing and implementing diversity services focused on education and training in a Federal environment as well as expertise and awareness of the organizational culture at NASA Ames Research Center.

The FY08 program model includes the development of the following major areas:  Cross cultural communication  Listening and responsive techniques and skills  Cross cultural conflict resolution  Recognizing diversity driven misunderstandings  Collaboration and collective thinking  Observation and inquiry The performance period is through September 30, 2008 and includes ten (10) separate sessions held for three (3 hours). There will be 30-35 participants in the 10 session diversity leadership course.

This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Rachel Jandron via email at Rachel.A.Jandron@nasa.gov not later than 12:30 p.m. local time on February 6, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
