NASA/ARC has a requirement for one Bio-analyzer/Scanner for DNA, RNA and protein samples that can be used to conduct the following experiments 1) RadioIsotope Detection for any of the following isotopes (32P, 125I,14C,33P,35S or 3H), 2) Quantatative Analysis using ImageQuant Software Suite, 3) Chemiluminesence Detection, 4) Gel Documentation, 5) To measure Thymidine Dimers from UV Damage 6) To perform electronic gel documentation on the server level 7) Measure DIGE Flours and 8) compatibility with GE Healthcare’s DeCyder Software Package in order to feed the data into GE Healthcare?s DeCyder Software Package. NASA/ARC intends to purchase the item from GE Healthcare Bio-Science Corporation, Piscataway, NJ; due to product performance, capability and compatibility with existing equipment, and delivery 3-4 weeks ARO. The Government intends to acquire these commercial items using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. PST on July 21, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
