Description

This notice is issued by NASA/ARC to post a Request for Information (RFI) via the internet, and to solicit responses from interested parties. This RFI is for information and planning purposes only. The RFI process allows industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.

This notice is to solicit information from the small satellite community. NASA is seeking sources to develop and deliver a low cost, 1/2U (10cmx5cmx10cm) scientific payload for multipoint space physics measurements on a NanoSat Spacecraft of 1.5U CubeSat form factor. Please see the attached “Draft” Statement of Work (SOW) for additional details regarding this future acquisition.

Vendors or organizations having existing industrial capabilities and/or novel approaches to deliver this scientific payload are invited to submit a response to this RFI. Responses should include the following:

1) Name and address of firm, technical point of contact, phone number, e-mail, and website (if applicable);

2) Size of business based on NAICS code 334220 – whether your company is large, small, small disadvantaged, 8(a), HUBZone, veteran-owned and/or woman-owned;

3) Describe any collaboration or teaming arrangements with other organizations that might be used in order to provide the necessary expertise contained in this requirement.

4) Please list previous past performance that is relevant to this type of nanosat payload.

5) Please provide a cost estimate for a full set of 20 flight units.

All information received in response to this RFI that is marked “Proprietary” will be handled and protected accordingly. As applicable, NASA may provide Proprietary information to its support service contractors who are under an obligation to keep third-party Proprietary information in confidence. By submitting a response to this RFI, the responder is deemed to have consented to release of Proprietary information to such NASA support service contractors.

All responses shall be submitted to the Contracting Officer by email to: marla.p.lefevre@nasa.gov, no later than 12:00 Noon, Pacific Time, February 21, 2012. Please reference NNA12AAAAAA-AML in the subject line. This synopsis is for information and planning purposes, subject to FAR provision 52.215-3, entitled Request for Information or Solicitation for Planning Purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited.

Following this initial feedback, NASA may conduct one-on-one meetings with potential contractors. These meetings will allow for exchange of information and will provide an opportunity for potential offerors to provide feedback on the Government’s requirements and its acquisition approach.

Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. Although all comments received will be carefully reviewed and considered for inclusion in a later action, the initiators of this request make no commitment to include any particular recommendations.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. An ombudsman has been appointed — See NASA Specific Note “B”. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror’s responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
