RFI  ASTEROID CHARACTERIZATION AND SMALL SPACECRAFT ASTEROID REMOTE SENSING INSTRUMENT DEVELOPMENT

 

The National Aeronautics and Space Administration (NASA) Ames Research Center (ARC), is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUB Zone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for Asteroid Characterization and Small Spacecraft Asteroid Remote Sensing Instrument Development. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUB Zone business set-aside based on responses hereto.

 

This RFI is conducted for planning purposes only, subject to FAR Clause 52.215-3, entitled “Request for Information or Solicitation for Planning Purposes.” It does not constitute a Request for Proposal, and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request.

 

Detailed requirements for the acquisition have not been finalized, nor have the specifics for the acquisition strategy been determined. NASA intends to use the results of its market research to aid in the making of these final decisions. The objectives of this RFI are: to provide industry with preliminary information regarding this potential acquisition, solicit information about potential sources and ROM pricing estimates, to identify the capabilities of small business and other business classifications to perform the work, to invite potential offerors to submit comments regarding the fulfillment of this requirement.

 

Feedback to the RFI will be appreciated. Following this initial feedback, NASA may conduct one-on-one meetings with RFI respondents to provide an opportunity for potential offerors to provide feedback on the Government’s requirements and its acquisition approach.

 

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis.

 

Interested offerors/vendors having the capabilities to meet the requirements are requested to submit a capability statement of 10 pages or less indicating their organization’s ability current capabilities in the following areas:

 

1. Small spacecraft remote sensing instrumentation for space flight missions to determine the composition and structure of the outer crust and interior of asteroids.

 

2. Physics of asteroid regolith impacts in microgravity utilizing numerical models and simulations and experimental validation.

 

3. Numerical models and simulations, as well as experimental laboratory validation of ejecta plume mechanics impacts upon asteroids.

 

4. Dust-plasma interactions for asteroids utilizing numerical models and simulations as well as experimental validation.

 

In addition to a technical response, ARC is soliciting comments and suggestions on contracting approaches to this effort that will enhance competition and provide business opportunities (not included in the 10 page limit for technical response). Therefore, (in a separate document), ARC is requesting feedback in the following areas for consideration:

 

1. Does the selection of NAICS code 541330 Engineering Services with size standard $15.0M seem appropriate? If not, what alternative NAICS code do you suggest, and why?

 

2. Please comment on what type of contract (firm fixed price vs. cost reimbursement, Indefinite Delivery Indefinite Quantity (IDIQ) vs base plus options) you think provides the best approach for this type of work.

 

Responses shall include the following (as applicable): name and address of firm, average annual revenue for past 3 years and number of employees, ownership, whether they are large, or any category of small business, number of years in business, affiliate information: parent company, joint venture, partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime), list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement, and point of contact  address and phone number). .
