NASA Announces NASA Innovative Advanced Concepts (NIAC), Phase III Opportunity that is designed to strategically transition the most promising NIAC concepts with the highest potential impact to other NASA programs, other government agencies, or commercial partners.

 

Goal/Intent: NIAC Phase I studies are nine-month efforts to explore the overall viability and advance the Technology Readiness Level (TRL) of visionary concepts. A follow-on Phase II study to eligible recipients of Phase I awards develops the most promising Phase I concepts for up to two years and explores transition paths within NASA and beyond. The Phase II studies are designed to prepare a roadmap for further development, but are not expected to fully advance the technologies to a level required for program or commercial transition. NIAC Phase III studies are designed to strategically transition the most promising NIAC concepts to other NASA programs, other government agencies, or commercial partners.

 

Eligibility: For this year, and it is anticipated for the year following, this Appendix is open to all categories of U.S. organizations with current or successfully completed NIAC Phase II studies, as well as prior Phase II studies completed under the predecessor NASA Institute for Advanced Concepts. Beyond FY 2021, it is anticipated that NIAC will only consider active second year NIAC Phase II awards as eligible for Phase III award.

 

This release will utilize a two-step submission process consisting of a Mandatory Preliminary Proposal (MPP), followed by submission of invited Final Proposals. Proposal selection is based on NIAC Program Office and independent subject matter expert review. All proposals must be submitted electronically through NSPIRES by an authorized organizational representative (AOR).

 

Key Dates: 

 

       Mandatory Preliminary Proposal Due: March 15, 2019 (5 p.m. Eastern)

       Invitations for Final Proposal development will be sent by: April 5, 2019 (target)

       Final Proposal Due: May 17, 2019 (5 p.m. Eastern)

       Selection Date: June 7, 2019 (target)

       Award Date: October 1, 2019 (target)
