Description

NASA/ARC has a requirement for payload integration and launch accommodations for three very small satellites (PhoneSats), which will be launched on the initial Taurus II test launch for NASA’s Commercial Orbital Transportation Services (COTS) program. The Taurus II is a two stage, medium class launch vehicle privately developed by Orbital Sciences Corporation to demonstrate lower-cost COTS launches, as well as future NASA science and exploration, and commercial and national security space missions. Orbital Sciences has a Space Act Agreement with NASA under the COTS program, to develop and qualify its vehicles for eventual cargo missions for the commercial resupply the International Space Station. The initial Taurus II demonstration and qualification mission is currently scheduled for December 23, 2011 from the Mid-Atlantic Regional Spaceport at Wallops Island, a commercial space launch facility located at the southern tip of NASA’s Wallops Flight Facility. NASA/ARC intends to purchase the payload integration and launch accommodations services from Spaceflight Services Inc. of Tukwila, WA. under the authority of Section 4202 of the Clinger-Cohen Act of 1996 and FAR 13.501(a)(1)(ii), for an acquisition of supplies and services under the authority of the test program for commercial items. Spaceflight Services is the Taurus II mission’s secondary payload integrator, and no other company has the approval of Orbital Sciences to perform payload integration on the Taurus II.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:00 p.m. Pacific time on October 11, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
