Description

The National Aeronautics and Space Administration (NASA) is soliciting information to conduct market research to improve its understanding of potential opportunities for providing continued support for the international Argos data collection mission by identifying a host spacecraft for the Advanced Data Collection System instrument (A-DCS) for flight in the 2022 to 2025 timeframe, and possibly beyond. This instrument would be a follow-on to the A-DCS instrument scheduled to fly on the Polar Free Flyer satellite.

The mission requirements, interface requirements and instrument characteristics are identified below. Of primary importance is the orbit, as this instrument will be part of a constellation providing global data collection for the Argos system.

For the purpose of this Request For Information (RFI):

“Host Spacecraft” refers to a spacecraft originally intended for purposes other than flying the A-DCS instrument, but which is going to the desired orbit in the desired time frame, and is capable of mechanically, electrically, and thermally accommodating the A-DCS instrument as a payload. While ideally, the host spacecraft would provide all the interface characteristics identified in the attachment (instrument delivered as “black box” electronics), NASA is willing to entertain providing certain aspects as Government Furnished Equipment, in addition to the instrument itself (complete system provided by the government). In accordance with FAR 15.201(e), the information requested is for planning purposes only and is not intended to bind the Government.

Instructions to Respondents:

NASA/GSFC appreciates responses from all capable and qualified sources including, but not limited to, NASA Centers, universities, university affiliated research centers, federally funded research and development centers, private or public companies, and government research laboratories.

NASA-GSFC may contact respondents to this RFI, if clarifications or further information is needed.

Multiple hosting opportunities that could be available to NASA/GSFC should be disclosed in the same submission.

Mission requirements, interface requirements, and instrument characteristics are identified in the attachment. A rough order of magnitude (ROM) cost estimate for hosting the A-DCS as a payload would be beneficial, in response to this RFI. A ROM should indicate whether it is for the case where the instrument is supplied as an electronic “black box” and the host spacecraft provides all additional interfacing aspects, or whether it is for the case where the host spacecraft will accommodate all, and only, that equipment provided by the government (i.e., host spacecraft does not provide antennas, etc.).

Respondents are also required to address the following programmatic items:

    * Company name, name of corporate point of contact, telephone number, full mailing address, and e-mail address. 

    * Size of the company, number of years in business; affiliate information (if applicable): parent company, joint venture partners, potential teaming partners. 

    * Corporate competencies and past performance with regard to hosting payloads. 

    * Past performance information which reflects the company’s launches in the last five years. Please provide a brief description of the mission; the value of the action; if your company was the prime contractor or the subcontractor; and the point of contact information (POC) of the customer (name of the company/Agency, customer’s name, phone number, and email address)

    How to Respond:

    * Submit by January 17, 2014 by 11:59 p.m. Eastern Daylight Time (EDT) 

    * Electronic submission is preferred. 

    * Responses need to identify the primary mission of the hosting spacecraft, the planned minimum lifetime, anticipated launch date, orbit altitude, local time of the ascending nodal crossing, and state that it is a sun-synchronous orbit. 

    * The programmatic items shall be addressed in 10 pages or less, 12-point font size, one inch margins. 

    * Respondents are welcome to submit supplementary information. Supplementary material may not exceed 10 pages. 

    * Format for programmatic items and supplemental information: Microsoft Word (.doc) or Portable Document Format (.pdf).

At this time, NASA is exploring the possibility of a future acquisition as a result of this RFI. It is emphasized that this RFI is NOT a Request for Proposal, Quotation, or Invitation for Bid. This RFI is for information and planning purposes only, subject to FAR Clause 52.215-3 titled Solicitation for Information or Planning Purposes, and is NOT to be construed as a commitment by the Government to enter into a contractual agreement. The Government will not pay for information submitted in response to this RFI. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis.
