Description

NASA/MSFC has a requirement for assessment and development of low maturity propulsion concepts. Requirements include: completion of thruster design; provision of feed system and power supply interfaces; fabrication, manufacture, assembly and delivery of a laboratory model thruster; preliminary thruster testind; development and provision of diagnoatics for electric propulsion testing; support for technology assessment reports; assessment of technical challenges and gaps and identification of limitations to commercial/mission infusion for thruster designs considered.

NASA/MSFC intends to purchase the research and development from The Georgia Institute of Technology (Georgia Tech.) Competition is impractical for the following reasons. Georgia Tech. has the unique capabilities required for the performance of this contract. Georgia Tech. has unique facilities to be used during electric propulsion testing, including Vacuum Test Facility (VTF) 1, the largest diffusion pumped facility at any university and one that can run with corrosive propellants, and VTF-2 with the highest xenon pumping speed outside of the government available for research.

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 8, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
