Minutes of Senior Staff and Center Directors’ Meeting 5 June 2000
The following documents the discussions addressed at the Senior Staff and
Center Directors’ Meeting on June 5, 2000. Mr. Goldin attended the
meeting. Action assignments have been placed in brackets [ ] for easy
identification.
1. AA Reports
E/Reese: Mr. Reese reported that today marks the beginning of the
NASA-National Association For Equal Opportunity On Higher Education
(NAFEO) Summer Intern program. Code E is sponsoring eight undergraduate
students by giving them the opportunity to work for 10 weeks at
Headquarters. Mr. Reese thanked Codes J, K, M, P, U, and W for their
voluntary participation in the program. Mr. Reese is confident that
these students will have an informative and productive summer at
Headquarters.
W/Gross: Ms. Gross reported that, on May 17, a Montreal teenager pled
guilty to eight counts of illegally hacking into computer systems at
LaRC, The College of William & Mary, Harvard University, Massachusetts
Institute of Technology, and several Canadian systems. The teen
illegally gained access into computers, set up password collection
software, and installed backdoors for future undetected entry. The court
sentenced the teen to the maximum allowable 240 hours of community work,
placed the teen on 1-year probation, confiscated the teen’s computers,
and required the teen to give speeches warning students about the evils
of cyber mischief. Special Agents of the NASA Inspector General’s Office
of Criminal Investigations, the Royal Canadian Mounted Police, and the
Federal Bureau of Investigation conducted this investigation.
U/Nicogossian: Dr. Nicogossian reported that NASA has signed an
agreement with the Federal Drug Administration (FDA) to support studies
of inducing and following diabetes and the ocular effects produced by
diabetes in collaboration with NASA fiber-optic measurements. This
agreement shall support the transfer of a ground-based NASA laser
light-scattering eye diagnostic instrument at FDA for collaborative
NASA/FDA research on biofluids research and technology.
L/Kerwin: Ms. Kerwin reported on the following items: 1) The House
Appropriations full committee markup will occur on Wednesday (June 7)
morning. 2) On June 6, Arnold Holz will testify at a hearing on the
implementation of the Federal Financial Management Improvement Act.
P/Welch: Mr. Welch thanked ARC for their hospitality and assistance in
preparing for the NASA-Dreamtime multimedia announcement on June 2nd.
K/Thomas: Mr. Thomas reported that the Minority Business Resource
Advisory Committee will meet on June 8-9.
Z/Garver: Ms. Garver reported on the following items: 1) The NASA
History Office has published a monograph on the history of the X-15
entitled, “Hypersonics before the Shuttle.” 2) The NASA Advisory
Council will meet June 6 in Williamsburg, Virginia and at LaRC on June 7.
C/Christensen: Mr. Christensen reminded everyone that NASA’s annual
picnic will be held on June 10. Tickets are still available at the
Headquarters Exchange Store.
2. AC/Gen. Armstrong (Acting for Dr. Mulville)
Gen. Armstrong reported on the following items: 1) An Independent
Annual Review for the Aviation Safety Program will be the topic of the
Program Management Council meeting scheduled for June 8. 2) The next
Senior Management Council Meeting will be held on June 16, from 9:30 a.m.
to 3:30 p.m. The agenda for the meeting will be distributed this week.
3. Center Reports
ARC/McDonald: Dr. McDonald reported that Administrator Goldin, Ms.
Wilhide, Mr. Rothenberg, and Mr. Heffernan were at the Center for the
announcement of the NASA/Dreamtime collaboration last Friday. ARC
appreciated the opportunity to support the press conference.
DFRC/Sawyer: Mr. Sawyer reported that the Det Norske Veritas (DNV)
International Organization of Standardization (ISO) Surveillance Audit is
occurring this week at DFRC.
GRC/Campbell: Mr. Campbell reported on the following items: 1) On May
11, 2000, Kim de Groh received the 2000 Women of Distinction Award from
the Young Women’s Christian Association of Medina County. Ms. de Groh
was recognized for her professional accomplishments and for her
community/volunteer activities. During the awards luncheon, she also
received special recognition for her technical accomplishments and
community activities from The Ohio House of Representatives by
Representative Charles Calvert and from Mayor James Roberts of the City
of Medina, Ohio. 2) A grand opening ceremony for the NASA Illinois
Commercialization Center (NICC), located at the DuPage County Airport in
Illinois, was held on May 31, 2000. The Center will serve as the anchor
tenant in the new DuPage County Technology Park and will help Illinois
companies use NASA technologies and expertise to develop new products and
processes and establish companies based on NASA technology.
GSFC/Diaz: Mr. Diaz reported on the successful and uneventful completion
of the reentry of the Compton Gamma Ray Observatory (GRO). Mr. Diaz
stated that the Compton GRO splashed down into the Pacific Ocean about
120 miles SE of Hawaii. Mr. Diaz thanked Headquarters, Codes I and Q,
and JSC.
JSC/Abbey: Mr. Abbey reported on the following items: 1) The next
General Designer’s Review is scheduled for June 23. 2) A modified
Proton launch is scheduled for June 6, with the next one to follow toward
the end of June. 3) Onorbit, the ISS is doing well. 4) GRO was
successfully deorbited.
LaRC/Creedon: Dr. Creedon reported on the following items: 1) Dr.
Mulville is here today for a site visit. 2) Several congressional
staffers visited last week. 3) June 1, marked the formal completion of
the Advanced Subsonic Technology Composite Wing program with the
successful test of a 42 ft.-long stitched/resin film infused composite
wing box to 98 percent of ultimate load limits.
MSFC/Stephenson: Mr. Stephenson reported on the Tennessee Valley 2000
Regional Economic Summit and the Technical and Business Exhibition
Symposium. Both events were very successful and MSFC appreciated Mr.
Goldin being there and speaking at the Summit Luncheon. MSFC signed two
Memorandums of Understanding during the Economic Summit; one with
Oakridge/Arnold Engineering Development Center and one with East
Tennessee State University.
SSC/Craig: Mr. Craig reported on the following items: 1) SSC Director
Roy Estess is back at work and doing well. 2) SSC ran a successful 100
percent LH2 cold flow to a test article in the Component Test Facility.
3) The redesigned visitors center continues to attract a large number of
visitors.
4. Mr. Goldin:
Mr. Goldin commended the entire NASA team for successfully deorbiting the
Compton GRO without any injury or loss of human life. Mr. Goldin stated
that the protection of the general public was a higher priority than
obtaining additional science return.
Mr. Goldin was pleased that the Compton GRO was safely brought down from
space using a series of deliberate, planned steps. Mr. Goldin emphasized
that he was very proud of the NASA team.
