Minutes of Senior Staff and Center Directors’ Meeting 24 July 2000
The following documents the discussions addressed at the Senior Staff and
Center Directors’ Meeting on July 24, 2000. Mr. Goldin did not attend the
meeting. Action assignments have been placed in brackets [ ] for easy
identification.
1. AA Reports
B/Holz: Mr. Holz reported that the FY 2000 amended Operating Plan has been
sent to Congress. The budget process for FY 2002 is well underway with
activities at the Capital Investment Council (CIC) meeting continuing into
this week.
P/Cleggett: Ms. Cleggett reported on the following: 1) Kudos to JSC for
hosting 150 media organizations as part of the weekend’s screening of the
feature film, “Space Cowboys.” 2) There is a news conference scheduled for
3:30 p.m. on Tuesday, July 25, at KSC with scientists involved in the work
to be done on board the International Space Station (ISS). NASA TV will
have live coverage of the event. 3) Scheduled docking of Zvezda to ISS is
slated for 8:44 p.m. EDT, with NASA TV coverage beginning at 7:45 p.m. EDT
and concluding with a postdocking news conference scheduled for 9:15 p.m.
EDT. NASA TV will air live, black and white pictures of the docking.
(Note: The docking was successful.)
U/Olsen: Dr. Olsen reported that Dr. Richard Klausner, Director of the
National Cancer Institute (NCI), was enthusiastic about the depth and
breadth of the research and technology development he was shown during his
visit to Ames Research Center on July 21. Hosted by Dr. Harry McDonald,
Dr. Klausner was briefed on the progress of NCI-funded nanotechnology and
molecular signal recognition research, high-performance computing
capabilities, biological systems modeling, Life in Extreme Environments
research, and the capabilities of the ARC/Stanford Center for
Bio-Informatics. In addition, Dr. Klausner’s interest in the area of image
enhancement and feature extraction prompted an unscheduled, yet extremely
productive, discussion of the mathematical bases for improved imaging
techniques and the potential for medical applications. Followup
discussions on this topic and the potential for shared support of
associated research and technology development are scheduled between Drs.
McDonald and Klausner for July 28 in Washington, DC. Finally, Dr. Klausner
was provided a hands-on demonstration of NASA’s research and technology
capabilities at the Vertical Motion Simulator where he was taught to pilot
a Blackhawk helicopter.
L/Kerwin: Ms. Kerwin reported on the following: 1) NASA’s FY 2000
Operating Plan update has been transmitted to Congress. 2) Linda Connell
from ARC is slated to testify before the House Subcommittee on Oversight
and Investigations (Chairman Everett (R-AL) of the Veterans Affairs
Committee. 3) There will be a luncheon hosted by the Congressional
Biomedical Research Caucus on NASA’s Biomedical Research on the Space
Shuttle and the International Space Station on July 26, at which several
NASA astronauts will make presentations.
Z/Garver: Ms. Garver reported that Dr. Neal Lane, Director of the Office
of Science and Technology Policy, will be visiting GSFC this week.
2. AI/Dr. Mulville
Dr. Mulville reported on the following: 1) The CIC will meet on Tuesday,
July 25, to resolve issues and finalize budget recommendations to the
Administrator. 2) The Senior Management Council will meet on Friday, July
28, from 8:30 a.m. to 4 p.m. The agenda was distributed last Thursday by
e-mail. 3) Mr. Goldin and Dr. Mulville will be attending the Oshkosh
Airshow on Wednesday and Thursday, July 26 and 27. General Armstrong will
be designated as Acting Associate Deputy Administrator during this time
period. 4) An update on the Headquarters Softball Tournament is as follows:
— Results from last week-Codes Y/I defeated Code C–20 to 9.
— The upcoming game on Thursday, July 27, at 5 p.m. is the Championship
Game with Code M vs. Codes Y/I.
— The NASA Exchange Council will sponsor a cookout to be held during the
championship game.
3. Center Reports
ARC/McDonald: Dr. McDonald thanked Dr. Olsen for her kind remarks and for
having the opportunity to host Dr. Richard Klausner.
DFRC/Sawyer: Mr. Sawyer reported that the X-34 A-1A Tow System End-to-End
System Verification test was conducted on July 20th early in the morning on
the lake bed Runway 15. Then, a low-speed, 10 miles per hour, tow test and
Navigation System test were performed successfully.
GSFC/Diaz: Mr. Diaz reported on the following: 1) In the wake of the
solar event, week before last, they experienced an extraordinary number of
upsets on many spacecraft, but all have returned to nominal operations with
no permanent damage. 2) The Center held a celebration with the workforce
at West Virginia to welcome them to the Center.
JSC/Abbey: Mr. Abbey reported on the following: 1) Everything is on
schedule for docking tomorrow at 7:53 p.m. CDT. 2) The Space Shuttle
Program is on schedule for the September 8 launch.
KSC/Hattaway: Mr. Hattaway reported that Mr. Bridges was attending a
reception, commemorating the 50th Anniversary of the 1st launch from KSC.
