Minutes of Senior Staff and Center Directors’ Meeting 14 August 2000
The following documents the discussions addressed at the Senior Staff and
Center Directors’ Meeting on August 14, 2000. Mr. Goldin did not attend
the meeting. Action assignments have been placed in brackets [ ] for easy
identification.
1. AA Reports
P/Cleggett: Ms. Cleggett reported on the following items: 1) On Tuesday,
August 15, Dr. Jim Hansen’s report on global warming is due and could
result in either a release from Headquarters or GSFC on the report
findings. 2) On Thursday, August 17, after the terminal countdown
demonstration test, the STS-106 crew will speak with the media.
E/Reese: Mr. Reese thanked MSFC management for hosting him this past week.
I/Cline: Ms. Cline reported that the Administrator visited Morocco August
8-12, 2000. During the visit, he signed four agreements for Earth science
cooperation. He visited the Ben Guerir Shuttle Transoceanic Abort Landing
Site, the Royal Center for remote sensing, and he met with senior Moroccan
officials.
F/Novak: Ms. Novak reported that the Federal Career Intern Program was
established on July 10, 2000, to attract exceptional men and women to the
Federal workforce. Successful candidates may be hired in any occupation at
the GS-5, 7, or 9 levels. Participants remain in the program for 2 years,
unless extended for 1 additional year, and they are eligible for
noncompetitive conversion to a permanent position. The Office of Human
Resources and Education is working closely with the Office of Personnel
Management to draft regulations which will support NASA’s hiring needs. We
anticipate that the program will be available for use in the winter/spring
timeframe.
2. AI/Dr. Mulville
Dr. Mulville reported on the following: 1) The Program Management Council
will meet on Thursday, August 17, for the Quarterly Status Review. 2)
General Armstrong will be acting Associate Deputy Administrator from August
18 through 27.
3. Center Reports
ARC/Berry: Mr. Berry reported that the Center is hosting dignitaries this
week-the Under Secretaries of Defense from Australia, Canada, and the
United States; and the United Nations Ambassador to Russia and his family.
DFRC/Petersen: Mr. Petersen thanked Art Stephenson for hosting the
X-planes Working Group.
GSFC/Diaz: Mr. Diaz reported that the GSFC awards ceremony will be held in
the afternoon and that GSFC procurement will be recognized by Government
Executive magazine for service in the public interest.
JSC/Parsons: Mr. Parsons reported that with the retirement of Leonard
Nicholson, Jay Green will be the Center’s Chief Engineer.
KSC/Bridges: Mr. Bridges reported on the following: 1) The transfer of the
orbiter Atlantis to Launch Pad 39B is complete. 2) The final safe haven
fit check of the entire Space Shuttle stack into the Vehicle Assembly
Building’s high bay 2 has been successfully completed.
MSFC/Stephenson: Mr. Stephenson reported on the following: 1) Kevin
Petersen and a group from DFRC, as well as George Reese from Headquarters,
visited the Center last week and had productive sessions with them. 2) On
Friday, August 4, Fredericksburg High School in Texas successfully launched
a 22-foot, 410-pound hybrid rocket to an altitude of 35,106 feet. Impact
was noted at 6 miles from the launch pad. MSFC and the Office of Safety
and Mission Assurance assisted with safety and propulsion. 3) MSFC signed
an agreement with the Governor of Alabama, kicking off the National Space
Science and Technology Center in Huntsville.
SSC/Estess: Mr. Estess reported on the following: 1) They had a good
visit from Mr. Rothenberg last week. 2) A test of the Pintle engine is
scheduled for this week.
