Description

The NASA/SSC Office of Procurement intends to issue a sole source, firm fixed price contract to INFINITY Science Center for the rental of functional space for classrooms, conference rooms, and offices/storage space for the Science, Technology, Engineering and Mathematics (STEM) staff. This action is necessary to fulfill the Office of Education’s requirement for a long-term location for the Astro camp program to a controlled access area on the second floor of Building 3801. This action provides for a single location for Education Support to include an Educator Resource Center (ERC), camps and other such STEM related activities outside the SSC secure gate, but still within the physical property of SSC.

The period of performance of this contract will be for approximately four (4) years and four (4) months from date of award consisting of one (1) base year period and three (3) one year option periods and a fourth option period of approximately four months ending on August 31, 2017. INFINITY Science Center is the only known vendor that can provide these services. There will be only one award made for this requirement. This is a sole source commercial acquisition under the authority of FAR Parts 6.302-1 and 12. The Government believes only one responsible source can provide the services that will satisfy the Agency’s requirements.

This notice of intent is not a Request for Quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort, in writing, to the identified point of contact not later than 3:00 p.m. (local time) on March 26, 2013. Submissions will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

This acquisition is unrestricted. The NAICS Code and Size Standard are 531120 and $25.5 Mil respectively. The DPAS Rating for this procurement is DO-C9. FOB is destination. It is anticipated that Solicitation No. NNS13468878R will be issued to INFINITY Science Center on or about March 27, 2013 with their response due NLT 3:00 p.m. April 29, 2013.
