Description
The California Institute of Technology’s Jet Propulsion Laboratory (JPL), operating under a prime contract with the National Aeronautics and Space Administration (NASA), is surveying industry to gauge interest of potential proposers in an anticipated competitive procurement for third-party logistics service and warehousing of Government-owned property. BACKGROUND: These third-party logistics services call for the warehousing of Government-owned property, including but not limited to, facilities, licenses and permits, personnel, equipment vehicles, expendables, maintenance, utilities and systems required to collect, transport, handle, safeguard, inventory, store, and package Government property. REQUEST FOR INFORMATION: The goal of this Request for Information (RFI) is to determine industry capability and obtain a Rough Order of Magnitude (ROM) estimate for the costs to accomplish this requirement. This ROM estimate is for planning purposes and is non-binding in an eventual bid situation. For the purposes of this RFI, the facility is defined as 100,000 square feet of general warehouse space and 25,000 square feet of environmentally controlled space which is capable of safeguarding Government Property and housing the activities described in the attached condensed Statement of Work. In response to this RFI, please provide:
(1) a written response describing your company’s capabilities to provide the support required by the Statement of Work; (
2) Specify the location of the warehouse, whether within or outside 50 miles of JPL in Pasadena, California;
(3) Describe your company’s experience with similar full service warehouse operations; and
(4) State if your company is a large or small business and verify that your business operation is under NAICS Code 493110. The ROM should reflect the cost for a five
(5) year period in the performance of the Statement of Work. If possible, provide any increase in cost for warehouse location farther than 50 miles from JPL, in 10-mile increments. Also provide a ROM for the transportation cost of moving inventory from existing facility (Fontana and Ontario, California) based on transporting forty-seven (47) 53-foot truckloads and twenty-three (23) open flatbeds to your proposed location.
PERIOD OF PERFORMANCE: The anticipated period of performance for such services would be from October 1, 2013 through September 30, 2018, with the potential for a five (5) year follow-on. RESPONSE DEADLINE: Please submit your expression of interest, capabilities statement, and ROM estimates in accordance with the above information to the JPL Subcontracts Manager no later than March 16, 2012.
