Description

NASA/JSC/Information Systems Directorate (ISD) is soliciting information from industry regarding suggested strategies for future procurements supporting ISD and the JSC Public Affairs Office (PAO).

Currently there are four contracts to be competed in the upcoming year. These are

1) NAS 9-97001, Information, Imagery, Media and Public Affairs Support Services with InDyne, Inc. which will end 4/30/04;

2) NAS 9-98143, Data Systems Support Services with Lockheed Martin Information Technology which will end 12/31/03;

3) NAS 9-01122, Application Development Support with Science Applications International Corporation (SAIC) will be extended until 12/31/03; and

4) NAS 9-97135, Information Technology Support Services with Muniz Engineering Inc. will be extended until 12/31/03.

Interested parties should access the website http://jsc-web-pub.jsc.nasa.gov/bd01/ISD-PAO_Procurement_Strategy/ to obtain pertinent information related to these efforts.

As new information and details become available, this website will be updated to keep industry abreast of any new developments. The Information Systems Directorate is extremely interested in obtaining industry’s comments/questions on these procurements. The initial information provided on this website includes copies of the four existing statements-of-work (SOW) for the contracts listed above. In addition, a previously-developed SOW used for the Information Systems Directorate Operations and Support Services Contract (IOSS) procurement which merged all the work content of the four existing contracts is provided for information only. This latter SOW is in no way to be construed as the planned SOW for a future procurement. The Government has not yet determined the strategy to be used for the upcoming procurements; that will not be done until industry comments are considered. After reviewing the work content found on the website, industry is invited to share their views regarding how the work effort should be packaged in terms of the number of contracts and the development of the SOW’s.

In addition, comments regarding the appropriate contract type, set-aside considerations, and any other technical, management, business, and/or contractual issues that should be considered by the Governmental are solicited. Parties with comments/questions should send by mail the questions/comments on official company letterhead signed by a company official.

Letters shall reference Request for Information (RFI) #9-BJ2-Z70-03-03RFI. Additionally, parties are requested to indicate if they have an interest in competing on this work and to what extent, should they be in a position to do so at this time. Letters should be mailed to: NASA/Johnson Space Center, Attn: Greg Della Longa, Institutional Procurement Office, Mail Code BJ, Houston, TX 77058. NO phone calls or e-mail transmissions will be accepted. Comments, questions, and indications of interest are due no later than 4 p.m. CST on Thursday, February 20, 2003.

This RFI is for planning and information purposes only and is NOT to be construed as a commitment by the Government, nor will the Government pay for information solicited hereunder. Parties responding to this RFI will not be notified directly of the results, answers, and/or any determination that the Government makes. Any information, determination, results, and/or addressing of issues by the Government will be addressed on the previously mentioned website. The intent of this RFI is to allow industry the opportunity to provide meaningful input to the development of the procurement strategy for these requirements, and to promote competition. Specific Note “B”. Any solicitation resulting from this activity will be available over the Internet.
