Description
NASA/JSC/International Space Station (ISS) Procurement Office is hereby soliciting information from industry regarding the planned contract strategy for the consolidation of ISS Program contracts. The ISS Procurement Office has developed a strategy to consolidate approximately 26 existing ISS Program contracts (as well as ISS effort in other JSC institutional contracts and ISS effort in other NASA Center contracts) into 7 contracts by January 2004. Six (6) of these 7 contracts are expected to be competed by full and open competition. The 6 contracts expected to be competed are: 1) Program Integration and Control (planned award date Jan 2004), 2) ISS Mission (planned award date Jan 2004), 3) Cargo Mission (planned award date Jan 2004), 4) EVA System (planned award date Oct 2004), 5) ISS Vehicle Segment Sustaining (planned award date Jan 2004), and 6) IVA Equipment Sustaining (planned award date Jan 2004). Interested parties should access the website http://jsc-web-pub.jsc.nasa.gov/bd01/excellent-strategy/ to obtain all pertinent background information and charts on this contract consolidation strategy to date. As new and more detailed information becomes available this website will be updated as frequently and as often as possible to keep industry abreast of this strategy. The ISS Procurement Office is very interested in obtaining industry’s comments/questions on this contract strategy. Parties with comments/questions should send by mail the questions/comments on official company letterhead signed by a company official. Letters shall reference RFI#9-BG-12-2-69P. Additionally, interested parties shall address three specific items: 1)indicate an interest and to what extent the company wants to participate (“compete”) on one or more of these contracts (indicate each contract of interest), 2) identify whether any ISS scope of work was missed that should have been included in this strategy, 3)identify any issues or potential issues with this strategy. Letters should be mailed to: NASA, Johnson Space Center, Attn: Lucy Yates, ISS Procurement Office, Mail Code BG, 2101 NASA Road 1, Houston, TX 77058. NO phone calls or email transmissions will be accepted. Comments, questions, and interested party letters are due no later than April 17, 2002. This RFI is for planning and information purposes only and is NOT to be construed as a commitment by the Government nor will the Government pay for information solicited hereunder. Parties responding to this RFI will not be notified directly of the results, answers, and/or any determination that the Government makes. Any information, determination, results and/or addressing of issues by the Government will be addressed on the previously mentioned website. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.
