Description
NASA/DFRC intends to issue a call order against NASA/DFRC Contract E04835D (BPA) for one (1) Interim Mission Hazard Analysis Tool (IMHAT) High Speed Integrator to be used to quantify the Expectation of Casualty (Ec) for a particular mission.
The IMHAT is being used to determine the optimal flight profiles for the X-37 ALT vehicle. These profiles need to be provided to the NASA DFRC Projects Office in a timely manner in order to maximize public safety while meeting mission needs. The current IMHAT software being used takes several days to run a single mission. With the addition of the fast intgrator, the IMHAT will be capable of providing analysis on several missions per day in addition to allowing parametric studies on various permutations of a single mission.
This procurement will be conducted under the Simplified Acquisition Procedures (SAP). NASA/DFRC intends to purchase the above item from Infoware Systems, Incorporated (ISI) of Satellite Beach, Florida using existing contract E04835D (BPA) in accordance with FAR Clause 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements and 10 U.S.C. 2304(c)(1). ISI developed the original IMHAT and due to the proprietary nature of this development, is the only responsible source who could effectively and economically develop the IMHAT High Speed Integrator.
Due to the highly specialized nature of this development, ISI is the only source with the prior experience that is vital to the successful satisfaction of this requirement. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00PM PST 17 Dec 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications will not be accepted in response to this notice.
