Description

This notice is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

This notice is being issued as a Request for Quotation (RFQ) for the purchase of global intelligence/risk management services to NASA Johnson Space Center travelers traveling to foreign locations. See attached Statement of Work (SOW).

The provisions and clauses in the RFQ are those in effect through FAC 2005-03.

This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 519190 and size standard of $6 million, respectively. The offeror shall state in their offer their size status for this procurement. This procurement is firm fixed price.

Any qualifying offeror must be registered with the Central Contractor Registration (CCR) Database and have a valid/active Commercial and Government Entity (CAGE) code. Weblink: www.ccr.gov

All responsible sources may submit an offer which shall be considered by the agency.

All services under this requirement will be for a two-year period. NASA expects the Contractor to be fully operational and providing travel risk management services within sixty (60) days of the notice to proceed.

The DPAS rating for this procurement is DO-C9.

Offers for the items described in the attached SOW are due by July 7, 2005, to NASA Johnson Space Center, Institutional Procurement Office, Attn: BJ3/Debra Kolb, 2101 NASA Parkway, Houston, TX 77058, and must include, solicitation number, discount/payment terms (net 30), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative.

Offerors shall provide the information required by FAR 52.212-1 (JAN 2004), Instructions to Offerors-Commercial, which is incorporated by reference.

Offerors shall provide a plan to accomplish the proposed effort with an overall approach and technical solution including:

1. Details sufficient to evaluate the Offeror’s understanding of the SOW and the proposed method of operation.

2. Information Technology (IT) Security Plan for the technical architecture and infrastructure requirements that provides for the security and confidentiality of traveler information. Offeror’s will provide applicable IT specific policies and/or procedures in accordance with the attached JSC Data Requirements Description Travel Risk Management Services, IT Security Plan Submittal.

3. A description of the proposed plan of execution for the work, schedule, client support services, customer service and support, including a description of the methods to be used to ensure success.

4. The NASA travel management contractor (TMC) and the offeror shall work together to ensure that the systems used by each contractor are compatible, that the products provided by the TMC to the service provider are accurate and timely, and that each contractor is working together to meet the agency’s outside of the Continental United States of America security requirements.

5. A description of the training approach for the various Government user roles.

6. Offeror shall possess the manpower and technical capability to continuously monitor events throughout the world to provide real-time information, alerts, advisories and assistance on security issues and emergencies.

7. Offeror shall have the capability of providing travel alerts by e-mail or to a wireless device.

8. Offeror shall provide intelligence services for a minimum of 180 countries world-wide to which NASA employees travel.

9. Entry/Exit Requirements for each country shall be those applicable to holders of official passports traveling on official U.S. government business.

10. Ability for NASA to customize messages or message tags.

11. Ability for adhoc queries of alert information and to provide reports of such alerts.

Offerors shall provide capabilities and related experience of past performance and experience including: 1. The qualifications, capabilities, and demonstrated achievements of the proposed principals and other key personnel for the primary organization members must be expressly shown. 2. Offeror’s submitting a proposal for the work shall be regularly engaged in providing travel-related risk management services and shall have been engaged in such work for a period of not less than three years prior to submitting their proposal. 3. Offeror’s shall make mention of awards of excellence, patents, and any other professional recognition received in the performance of its operations.

Selection and award will be made on a best value determination to the Offeror whose offer is considered the most advantageous to the Government. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the services offered meet the Government’s requirement.

Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Items with their offer.
