Description

NASA Goddard Space Flight Center plans to issue a Request for Proposal (RFP) on a sole source basis to Mobilaps, LCC in order to meet critical technical and schedule requirements of the Geospatial Interoperability Office (GIO) Program. This requirement encompasses strategic analysis and support in the development of and implementation of geospatial interoperability standard architectures and will support the development of specifications that provide geospatial interoperability open standards based solutions for government and industry. The proposed contract will have a 2 & ? year period of performance. The Contractor shall support the successful completion of Geospatial Interoperability (GI) standards development, test bed, and prototyping project implementations. The Contractor shall serve as a recognized expert to both management and technical level communities in GI standards development of architectures and GI standards based solutions. The Contractor shall support GIO Program initiatives in areas such as GEO, USGEO, Climate Change, E-Government/Geospatial One-Stop, Earth Sun System Gateway in the interest of increased access, use, and understanding of NASA?s Science data in support of Decision Support Systems and Tools for NASA, National Applications, Federal partners, and science & education communities. The Contractor shall provide assistance in Systems Architectures and advise on the application of GI standards to NASA?s Decision Support Systems as well as to our Federal Partners Decision Support Systems under the Applied Sciences Program National Applications. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(1)–Only One Responsible Source. However, organizations who believe they can provide these services without any detrimental impact to the program schedules should fully identify their interest and capabilities within 15 days after publication of this synopsis. Interested organizations have 15 days from the publication of this synopsis to submit in writing to the identified point of contact their qualifications/capabilities no later than 4:30 p.m. local time on July 16, 2005. Oral communications are acceptable in response to this notice. Such qualifications/ capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered non-responsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
