Description
NASA/JSC has a requirement to extend its JSC Administrative Support Services (JASS) Contract NNJ09JA02B for a period of six months. The JASS Contract is currently scheduled for completion on April 19, 2015. NASA intends to extend the period of performance for six months, through October 18, 2015.
The JASS Contract provides administrative support to branch, division, and directorate level staff. Administrative services provided include general office services, data management, time and labor collection, and the coordination for property, moves, training, information services, special events, and other miscellaneous activities. NASA/JSC intends to purchase these services from REDE/Critique NSS, Joint Venture, the current contractor. The procurement will be supported by a Justification for Other Than Full and Open Competition pursuant to 10 U.S.C. 2304 (c)(1) and FAR 6.302-1(a)(2)(iii). REDE/Critique has an understanding of the NASA administrative procedures and Government regulations that are required to successfully carry out the JASS administrative functions and responsibilities.
Due to unforeseen delays in the follow-on JASS II procurement acquisition schedule, the award has been moved to a later date. This extension will allow for the continuation of administrative support services for JSC, Ellington Field, and the White Sands Test Facility (WSTF) in Las Cruces, New Mexico. In addition, it will provide the time required to complete the acquisition activities for JASS II, with a contract start date no later than October 19, 2015.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities, qualifications and approach in writing to the identified point of contact no later than 4:30 p.m. local time on February 9, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
