Description

NASA intends to extend Contract NNA04BC25C with Eloret Corporation on a sole-source basis pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source, in support of Ames Research Center’s (ARC) Code TS, Space Technology Division. The objective is to extend the performance period for five months.

The current Contractor provides the following mission critical support services under Space Technology Research and Development (STRAD). The principal purpose of this contract is to support the Space Technology Division at NASA Ames Research Center to obtain the services needed for the development of technologies for use in the design and fabrication of prototype vehicles that travel at hypervelocities in the atmosphere of Earth and other bodies in the solar system. The Contractor provides support in the areas of Reacting Flow Environments, Nanotechnology, Thermo-physics Facilities, and Thermal Protection Materials and Systems. This extension will allow for a continuation of services to ensure program continuity and critical mission support and avoid significant technical impacts while a competitive follow-on acquisition is completed.

The extension will extend the period of performance of the current contract, NNA04BC25C, value and extend the period of performance for a period of five months, from October 1, 2008 through February 28, 2009. The current contractor, Eloret Corporation is considered the only contractor that can meet ARCs needs given the short period of performance for the extension. Awarding a five-month contract to another source, at the same time recompetition of the follow-on is in process, would not allow for sufficient phase-in period, thereby affecting the seamless continuity of services and cause unacceptable delays in fulfilling ARCs requirements.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 PM. PST on July 11, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
