This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is CM1301-6-RQ-0032.

The solicitation is issued as a Request for Quote (RFQ).

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09.

The requirements will be fulfilled using the Simplified Acquisition procedures, Part 13 of the FAR, and the test program authorized in FAR 13.5 for acquisitions of commercial items not in excess of $10 Million.

This acquisition is set aside 100% for small businesses. The NAICS code is 541611 and the associated small business size standard is $4.0M.

The Government shall award one fixed price indefinite delivery/indefinite quantity task order type contract as a result of this RFQ.

All interested Offerors shall provide a quote for the following line items: BASE PERIOD ? Effective Date of Award through twelve (12) Months Thereafter: CLIN (Contract Line Item Number) 0001 – Expert Adviser to The Office of the Secretary (OS); OPTION PERIOD I ? 13th Month through 24th Month: CLIN 0002 – Expert Adviser to The Office of the Secretary (OS); OPTION PERIOD II? 25th Month through 36th Month: CLIN 0003 – Expert Adviser to The Office of the Secretary (OS); OPTION PERIOD III? 37th Month through 48th Month: CLIN 0004 – Expert Adviser to The Office of the Secretary (OS); OPTION PERIOD IV? 49th Month through 60th Month: CLIN 0005 – Expert Adviser to The Office of the Secretary (OS).

During the period specified in the ORDERING clause (FAR 52.216-18), the government shall place orders totaling a minimum of $5,000.00 and a maximum $750,000.00 of contract support for providing an expert advisor to the OS.

The United States Department of Commerce (DOC), Office of the Secretary, (OS) requires an expert adviser to assist the Deputy Secretary and the Department’s senior level managers regarding the establishment and execution of the National Oceanic and Atmospheric Administration’s (NOAA) satellite programs.

The Contractor is initially required to provide expert advice regarding the Geostationary Operational Environmental Satellite (GOES) and National Polar-orbiting Operational Environmental Satellite System (NPOESS) programs, but maybe expanded to include the Polar Operational Environmental Satellite (POES) and Defense Meteorological Satellite Program (DSMP) programs.

The contractor will focus on reviewing and analyzing provided documentation concerning planning and development of satellites and remote sensing instruments and associated ground systems, including the planned space and ground segment architectures, for compliance with stated requirements, progress and risk of planned and ongoing development, including technical capability, schedule, cost and other issues affecting delivery and integration of satellite space and ground systems components.

The Contractor shall provide recommendations of best practices and processes related to remote sensing satellites to ensure mission success. The Contractor shall provide recommendations regarding the appropriate organizational structure, staffing, competencies and skill mix for Government oversight of its satellite programs.

The Contractor shall provide an assessment of space and ground system architecture consistent with planned remote sensing instruments and overall performance requirements, including successful provision of derived products to users over the life of the program, and taking into account cost and risk.

The Contractor will be required to develop, coordinate, facilitate, and present both written and oral conclusions of the findings including recommendations regarding best business practices and processes for the management of major satellite system programs to the OS and other senior agency officials.

The person(s) selected for the performance of this requirement must possess a high-level of experience and knowledge of large aerospace projects, particularly dealing with the development of earth remote sensing satellites and associated ground systems and the development of remote sensing instruments for use on such satellites, with the required resources to provide advice and recommendations regarding the overall management of the satellite programs.

The expert adviser(s) shall provide experience and references for evaluating and making recommendations related to aerospace programs similar in scope as the GOES-R and NPOESS programs, to include: (1) Experience with the management of large aerospace projects, particularly dealing with satellite and remote sensing instruments (including space and ground elements) spanning all phases of space program initiation, development, launch and operations. (2) Experience with and understanding of the space industry and management practices. (3) Experience with and understanding of the key space and ground technologies and risks involved in the satellite programs. (4) Experience with providing briefings and recommendations to Department-level senior managers. (5) Familiarity with various NOAA Satellite missions. (6) Familiarity with the government’s planning, budget, acquisition, and management responsibilities and requirements concerning major programs (i.e., OMB Circular A-11).

(7) Familiarity with satellite acquisition and management strategies, including NOAA, DoD and NASA roles.

(8) Evidence of strong written and verbal communication skills.

(9) Must possess a Top Secret Security Clearance.

The person(s) selected to perform the stated tasks must possess experience and capability to provide expert, independent, and objective analysis, target definition, and recommendations on a complicated set of NOAA’s Satellite management, technical and contract issues. The person(s) must possess appropriate management and technical experience that will enable the contractor to perform efficiently and effectively.

The Contractor shall provide the deliverables identified in each task order issued by the Contracting Officer.

All documents shall be submitted in draft form. The Government will have five (5) business days from correction of deficiencies to determine acceptability of all draft and final deliverables.

All deliverables shall be presented in a consistent style and format. Each deliverable shall be presented in hard copy and electronically in Microsoft Word or suitable MS application. The hard copy format for all ?Final? deliverables shall include an unbound original and two copies unless specified otherwise.

The Government will provide to the contractor specific submission instructions, including addresses and distribution control of draft or final reports in each task order.

A statement of Objectives, Satellite Expertise for Office of the Secretary, U. S. Department of Commerce is attached.

The contractor shall submit a monthly billing invoices/statement. The invoice shall include all services completed for the month.

The contractor shall provide an original invoice for payment to the Department of Commerce National Industry of Science and Technology (NIST) Accounts Payable Office at: NIST Accounts Payable Office, Bldg 101, Room A-836 MS, 1621; 100 Bureau Drive; Gaithersburg MD, 20899.

NIST will forward the invoice and a payment authorization form (NIST ? 162 Form or other document/voucher authorizing Government payment) to the COR or COTR.

The COR/COTR will return the invoice and the signed payment authorization form to NIST for payment.

The Contractor will be required to perform the above requirements at the following locations: (1) The U.S. Department Commerce, 1401 Constitution Ave, NW, Washington, DC.

The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. In accordance with FAR 52.212-1, offerors must show the solicitation number, the time specified in the solicitation for receipt of offers, the name, address, and telephone number of the offeror, a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements, price, remit to address, if different than mailing address. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items, with its offer.

If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in this solicitation. FAR 52.212-2, Evaluation-Commercial Items applies to this acquisition.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the most advantageous to the Government, price and other factors considered. The evaluation factors are: (1) Resume(s), Expert Adviser(s) who will provide the services and resultant reports, (2) Past Experience, three references for which the offeror has performed similar assessments.

Include the company/agency name, Point of contact, telephone number; fax number and e-mail address, (3) Past Performance, provide at lease three projects within the last 3 years that display the Offeror’s technical experience, capabilities and analytical skills in the area of satellite development programs, major projects management, and satellite operations, and (4) Price.

Factor (1) is significantly more important than Factors (2) and (3), but individually and collectively are more important than Factor (4) Price.

To be responsive to this RFQ, offerors are required to submit the following information by the date and time specified for receipt of offers: (1) Resume(s), not to exceed 3 pages demonstrating the Expert Adviser(s) capabilities that will provide the services and resultant reports, (2) Past Experience, provide three references and shall not exceed 1 page per reference and shall include a brief description of the requirements for which the offeror has performed similar assessments.

Include the company/agency name, Point of contact, telephone number; fax number and e-mail address, contract data including the contract number, dollar value, and period of performance of the effort, (3) Past Performance, provide a brief description of three projects within the last 3 years and each description shall not exceed 2 page describing the requirements for which the offeror has performed that display the Offeror’s technical experience, capabilities and analytical skills in the area of satellite development programs, major projects management, and satellite operations, and (4) a firm fixed unit price for each CLIN including optional CLINs.

The Government contemplates award of a Requirements Contract (FAR 52.216-21) resulting form this RFQ.

The Offeror shall provide a firm fixed unit price under each CLIN.

In addition to the immediate requirement described in this RFQ, the OS may order additional expert advisory services by issuance of task orders in accordance with FAR 52.216-18.

The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition.
