EVA Tools and Crew Aids Panel Minutes of Meeting July 23, 2001

The EVA Tools and Crew Aids Panel met at JSC on July 23, 2001, in Building 1, Room 360, at 2:00 p.m. Representatives from the following organizations participated:

The following items were presented:


  1. PRACA Status — NS43/G. Wrighterry

Fifteen A total of sixteen (16) FIARs are open for EVA hardware. Six FIARs were reported as past due; the following were statused:

BFCE026A024 — High Strength Bridge Clamp. Unlock push button will not extend.


This FIAR is currently it the signature loop and is with XA for approval.


JSCEC0781 — 5/16" Wobble Socket (HST). 5/16" Wobble socket detaching from PGT during EVA.


ECD is being updated to 8/27/01. An Interim Closure will be in place for STS-108 (UF1).


JSCEC0860 — Body Restraint Tether. BRT will not stabilize after tensioning.


Final closure is in work.


JSCEC0881 — EHIP Light. Flat washer permanently deforms when torqued.

ECD updated to 7/30/01.

No new FIARs were reported.

No FIARs are open for STS-105 (7A.1).

There are 12 FIARs open for STS-108 (UF1).

ES4/Julie Henkener presented a status on JSCEC0880 — Top/Side Mounted WIF Assemblies — Anodized surface is tacky and paint is flaking off. It outlined the following:


Background: Inspection of recently manufactured WIF hardware indicated that anodic coating was slightly "tacky".

Causes: Individual differences in moisture and/oils from fingers may interact with the surface roughness of the components. There is a possibility of inadequate cure time for the silicone used or the lack of or insufficient anodized seal.

Issues: There is little probability of RTV transfer from the "tacky" WIFs to other contacting surfaces. Extensive laboratory testing was used to prove this outcome. Laboratory testing has also confirmed that the anodized seals are intact.

Recommendations:



  • Inspect WIF hardware with gloves in place to determine if the hardware is tacky.

  • Training on inspection procedures.

The coating on the WIF hardware is good and will not contaminate the Phase VI gloves. Materials believes there is no impact to form, fit, or function.

Preliminary closure in work. Still had chatter on 5A. Look at closing "as is".

EC5/B. Greene presented a FIAR Status on JSCEC0853F — Bayonet Receptacle.


STS-92 and STS-98 crew experienced excessive loads required to remove hardware from Bayonet Receptacles on the Modular Mini-workstation T-Bar and Swing Arms.

The following STS-104 FIAR’s were statused:

JSCEC0839 — REBA Charger. REBA failed to show green LED during acceptance testing.

Going to vendor end of March to get root cause closure.


JSCEC0841 — PFR Gimbal Assembly. Roll joint buttons binding.

Need to get with EM for root cause.

JSCEC0842 — Modular MWS Gimbal Assy. Fraying of end effector cord.

In work. Cost substantial.

JSCEC0781F — 5/16" Wobble Socket (HST). Socket detaching from PGT during STS-103 EVA.

Funded. Design change complete. Close out.

JSCEC0848F — Equipment Hook. Inadvertent equipment hook release.

Should have final by next week.

JSCEC0850 — Safety Tether. Discoloration of safety tether.

Test results by 3/19/01.

The following STS-104 SAFER FIAR was statused:

JSCER0035 — USA SAFER. SAFER battery erratic current readings.

Currently on-orbit. Will not get back until 6A lands. Will need month to do assessment.

The EVA hardware oldest FIAR, opened against the 5/16" hex wobble socket, is 579 days old.

  1. Cert Status — NC52/Greg Wright

All certification is closed for STS-102.

There are three open SAFER hardware certifications for STS-100 — 2 on the SAFER IVA Battery (-305 and -307), and SAFER Battery upgrade. These are pending GCAR updates for closure.

There are 22 open hardware certifications for STS-104, all "green".There are three open certification items for STS-105 (7A.1), three open hardware certification items for STS-108 (UF1), and 13 open hardware certification items for STS-109.

  1. Mission Hardware Status — LM/F. BlissFred Bliss

  2. The following Mission Hardware Status was presented:



    STS-102: All hardware has been delivered for flight.

    STS-100: STS-98 hardware was received from USA on 3/2/01, and is being processed for the STS-100 Bench Review on 3/16/01. Roughly 20% of Bench Review hardware has been shipped. The other hardware will be sent as it is processed.

    There are no mission hardware issues to report.

  4. No actions were statused.

Pending CRs were distributed for concurrence.


This item was deferred.

  1. HITS Status Review — XA/Jackie Manning
  2. The weekly "stoplight" HITS Metric Report was presented. This report shows hardware and/or service/support delivered, on schedule, and not meeting planned delivery date or program need date. There are no hardware deliveries in work for STS-105 (7A.1).

  3. Gage Status — EC5/Kim Hostetler
  4. The gage status will be presented the first Monday of the month (8/6/01).



  5. H-1020 — Life Extension of PGT Batteries (NIMH) — XA/Aaron Mears

This CCBD provides a ROM, plan, and schedule for extending the shelf life of PGT batteries. The current inventory will support flight without life extension; however, the inventory will have to be replaced.

Decision: Route for technical concurrence.

  1. H-1011R1 — Teflon Crew Hook — R1: Modify Training Units — XA/Jeff Dutton


  2. This CCBD authorizes USA FCE/EVA to modify two (2) training waist tethers for STS-109 by adding Teflon to the large crew hooks. There is no effect on USA inventory. Direction is required by 7/31/01.

    Decision: Route for technical concurrence.

  3. H-0946R1 — Update STS-104 (7A) Tool-to-Tool Fitcheck Matrix — HSMS/Jeff Case
  4. This topic was deferred and will be worked outside the Panel.

  5. H-1019 — Fabric Purchase for EVA Bags and GAP Spanners — EC5/Gary Nickel
  6. This CCBD requests the purchase of 1_" glass webbing fabric. The cost incurred is from machine set-up rather than the quantity of fabric purchased. Budgeted cost for this purchase is $20K.

    Decision: Route for technical concurrence.

  7. H-0913R1 — New 5/16" x 10.3" Wobble Socket — Authorize Builds — XA/Jeff Dutton
  8. This CCBD requests proceeding with the builds authorized in the base CCBD. There is no additional cost incurred for ISS certification. Trainers are need within 8 months (April 2002).

    Decision: Route for technical concurrence. Present to the EHB on 7/25/01.



  9. GPC Handle Investigation

Background: Reference FIAR JSCEC0851 — General Purpose Cutter (GPC) handle does not lock in place during EVA use. Modification options:


Option 1: Do not change existing design and update CARD to include a mandatory maintenance cycle of two years. Possible acceptance testing problems and inconsistent specs continue to be an issue.

Option 2: Redesign GPC handles so that RTV is no longer used in the design. GPC handles only locks in three positions — fully retracted, halfway extended, and fully extended. This option is nearly complete.

Option 3: Modified design of Option 2. Allow handle to lock over the entire length of the GPC handle. This option requires additional design work and developmental cost.


EC5 recommends Option 2. The tool is still usable and is more on an inconvenience than anything else. They also advocate adding storage conditions to the CARD.

The Tools Panel supports this recommendation with the requirement for most of the funding to be supported in FY 02.
