EVA Tools and Crew Aids Panel – Minutes of Meeting – August 6, 2001

The EVA Tools and Crew Aids Panel met at JSC on August 6, 2001, in Building 1, Room 360, at 1:00 p.m. Representatives from the following organizations participated:

The following items were presented:

  1. PRACA Status — NS43NS43/G. WrightTerry Miller

Fifteen A total of 18 FIAR’s are open for EVA hardware. Seven FIAR’s were reported as past due. The following were statused:

JSCEC0781 — 5/16" Wobble Socket (HST). Socket detaching from PGT during STS-103 EVA.


Closure paperwork is still with Contracts. Three more weeks will be required for closure. A new ECD of 8/27/01 was assigned.


JSCEC0880 — Top Mounted Passive WIF Assemblies. Anodized surface is tacky and paint is flaking off.


Per EC5/Kim Hostetler, the final closure write-up has been sent out for comments. Top mounted WIF’s DR’s are to be used "as is". Side mounted WIF are at EM for bakeout. A new ECD of 8/13/01 was assigned.


JSCEC0874 — T-Handle. STS-100 anomaly — sticky actuation of ball.

CLOSED. FIAR closure paperwork dispositioned to PRACA.

BFCE029F105 — PGT. Pistol grip tool chatter.


Per USA/Ryan McFadden, refurbishment is still in work. Closure rationale will be written as "unexplained". A new ECD of 8/13/01 was assigned.

JSCEC0860 — BRT. BRT will not stabilize after tensioning.

Per EC5/Roger Schwarz, DCN’s are in the system to call out the cleaning specification.

JSCEC0879 — PFR. HST PFR pitch joint pedal is not able to return to the lock position after actuation.


Per EC5/Roger Schwarz, this is a new problem that turned up during fix. A new ECD will be provided at the 8/8/01 EHB.


JSCEC0886 — Top Mounted Handrails. Discoloration found inside handrail bracket tube and powdery substance found to be aluminum oxide during PDA.


Per XA/Kristin O’Brien, it will take approximately 2 weeks to research where the other brackets have gone. Additional time will also be required for site visits and EM testing. A new ECD will be provided at the 8/8/01 EHB.


No new FIAR’s were reported.

One FIAR was listed as open for STS-105 (7A.1):

JSCEC0889 — MMWS Gimbal Assembly. Potential failure of screws.

CLOSED. FIAR closure paperwork dispositioned to PRACA.

There are 14 FIAR’s open for STS-108 (UF1). The following were statused:

JSCEC0851 — General Purpose Cutter. GPC handle does not lock within torque spec.


Per EC5/Roger Schwarz, a CR will be written in the amount of $50K with 6 months to finish redesign. The CR should be adequate rationale to close out the FIAR.


JSCEC0871F and -872F. Waist Tether and Safety Tether. Red indicator showing on load alleviator strap.

. Per EC5/Roger Schwarz, hardware was not built to print. The PIA to check assembly will be updated.

JSCEC0881 — EHIP Lights. Flat washer permanently deforms when torqued.


Per EC5/Roger Schwarz, washers are being built. A CR is needed to roll the dash number and close out the FIAR.


JCEC0884 — Tether Assembly. Slip ring on tether assembly failed load test.


Per EC5/Roger Schwarz, will have status for 8/8/01 EHB.


JSCEC0887F — On-Orbit Installed Handrails. Handrail could not be installed on airlock seat track interface.

Pending 7A crew debrief (8/6/01).

Preliminary closure in work. Still had chatter on 5A. Look at closing "as is".

EC5/B. Greene presented a FIAR Status on JSCEC0853F — Bayonet Receptacle.


STS-92 and STS-98 crew experienced excessive loads required to remove hardware from Bayonet Receptacles on the Modular Mini-workstation T-Bar and Swing Arms.

The following STS-104 FIAR’s were statused:

JSCEC0839 — REBA Charger. REBA failed to show green LED during acceptance testing.

Going to vendor end of March to get root cause closure.


JSCEC0841 — PFR Gimbal Assembly. Roll joint buttons binding.

Need to get with EM for root cause.

JSCEC0842 — Modular MWS Gimbal Assy. Fraying of end effector cord.

In work. Cost substantial.

JSCEC0781F — 5/16" Wobble Socket (HST). Socket detaching from PGT during STS-103 EVA.

Funded. Design change complete. Close out.

JSCEC0848F — Equipment Hook. Inadvertent equipment hook release.

Should have final by next week.

JSCEC0850 — Safety Tether. Discoloration of safety tether.

Test results by 3/19/01.

The following STS-104 SAFER FIAR was statused:

JSCER0035 — USA SAFER. SAFER battery erratic current readings.

Currently on-orbit. Will not get back until 6A lands. Will need month to do assessment.

The EVA hardware oldest FIAR, opened against the 5/16" hex wobble socket, is 593 days old.

  1. Cert Status — NC52/Greg Wright

All certification is closed for STS-102.

There are three open SAFER hardware certifications for STS-100 — 2 on the SAFER IVA Battery (-305 and -307), and SAFER Battery upgrade. These are pending GCAR updates for closure.

There are 22 open hardware certifications for STS-104, all "green".All certification is closed for STS-105 (7A.1). There are three open hardware certification items for STS-108 (UF1). The PFR bridge clamp, body restraint tether and SAFER will close with the update to the UF1 ESEL being presented today. There are 13 open hardware certification items for STS-109. The 1/8" hex Allen wrench and L-shaped hex wrench had a 1-mission cert. EC5/Roger Schwarz will coordinate with the SSM/Ruben Zavala to see if he is updating the cert for this hardware.

The following action was assigned:

Action 8/6/01-1: Determine if the 1/8" hex Allen wrench and L-shaped hex wrench need to be certified for STS-109.

The weekly "stoplight" HITS Metric Report was presented. This report shows hardware and/or service/


support delivered, on schedule, and not meeting planned delivery date or program need date. All hardware deliveries are complete for STS-105 (7A.1)



  1. Mission Hardware Status — LM/F. BlissKevin Thomas

The following Mission Hardware Status was presented:



STS-102: All hardware has been delivered for flight.

STS-100: STS-98 hardware was received from USA on 3/2/01, and is being processed for the STS-100 Bench Review on 3/16/01. Roughly 20% of Bench Review hardware has been shipped. The other hardware will be sent as it is processed.

All hardware has been delivered for STS-105.


For STS-108, all MPLM hardware has been delivered. Work has begun on finding serial numbers for the payload bay ship, now scheduled for 9/17/01. Hardware will be needed from STS-104. A list of the CEIT hardware is also needed so it can be processed along with the payload bay hardware.

For STS-109, tools are being gathered to perform functionals so hardware can be shipped for the 4th HST Crew Fam scheduled for 8/27/01.

This item was deferred.

  2. The gage status was deferred to the 8/13/01 Tools Panel.



  3. H-0974R1 — Update STS-110 (8A) Tools ESEL — XA/Rich Fair

Revision 1 to the STS-110 (8A) Tools ESEL contains the following updates/additions:


  • One (1) WIF adapter

  • Two (2) ERCA’s

  • Five (5) handrails in handrail bag (three 12", three 24")

  • One (1) PAD

  • Two (2) REBA’s (to allow suit checkout prior to docking)

  • Two (2) right angle drives (Will check status of existing inventory. May have to depend on new builds.)

  • Update SAFER (from up and down to up only)

  • Add two (2) 7/8" sockets (hardware on-orbit in inconvenient location)

  • Update one (1) torque wrench in TW bag (from up and down to up only)

  • Add wire tie caddy with nine (9) long wire ties (32" wire ties)

  • Add 27 short wire ties.

Decision: Route for technical concurrence.

  1. H-0924R2 — Update STS-108 (UF1) Tools ESEL — XA/Aaron Mears


Revision 2 of the STS-108 (UF1) Tools ESEL contains required updates as follows:

Additions:


  • One (1) each adjustable fuse tethers and two (2) each 32" wire ties to configure CID’s 7 and 8 for 8A.

  • One (1) each ballstack to translate out of JAL with an ORU

  • ORU transfer bags (1 large and 1 medium)

Deletions:


  • No longer returning four (4) each -301 biocide filters due to lack of crew time for change out.

Changes:


  • BRT from -303 to -305

  • Part number of PCMCIA cards

  • Biocide filters from -301 to -303

  • SAFER from -309 to -311 (battery from -305 to -307)

  • HSBRC from -301 to -303

  • PFR from -301 to —307

  • Tech order from —016 to —030 to address HSBRC change

Decision: Route for technical concurrence.
