The EVA Tools and Crew Aids Panel met at JSC on January 29, 2001, in Building 1, Room 360, at 1:00 p.m. Representatives from the following organizations participated:

The following items were presented:

 


  1. PRACA Status — NS43/T. Miller

Sixteen FIAR’s are open for EVA hardware. Eight FIAR’s were reported as past due and statused as follows:

JSCEC0796 — Active WIF Assy. Active WIF Control knob appeared to have increased force to operate.

To be closed by 1/26/01.

BFCE029F105 — PGT. Pistol Grip Tool chatter.


Will do interim thru 5A.1. Will wait to test again after hardware is flown again. If there is a problem on this flight, it could be a thermal vacuum problem. Wanting a second flight to determine there is no anomaly and close as "Explained".


JSCEC0842 — Modular MWS Gimbal. Fraying of end effector cord.

Doing minor design mods. New ECD 3/24/01.

JSCEC0841 — PFR Gimbal Assy. Roll joint buttons binding.

Unique to one unit.

JSCEC0846 — APFR. Rotation of collar is difficult/sticking.

Will have closed by next Tools Panel.

JSCER0033 — USA SAFER. NSI trace on oscilloscope appeared abnormal.


Closure in signature loop. CR in review. Will present to 2/5/01 Tools Panel. Anticipate closure 2/7/01.

 


 

JSCER0034 — USA SAFER. SAFER battery thermistor bad solder joints.

To close by 1/31/01.

JSCER0035 — USA SAFER. SAFER battery erratic current readings.

"Explained" thru 6A. Pending return of 1027 battery on-orbit. Will investigate further after return from 6A. Interims for STS-102 and STS-100 will be submitted.

No new FIAR’s were reported.

STS-98 FIAR’s were statused as follows:

JSCEC0849F — Safety Tether. Slow retract of tether.

In XA signature loop.

JSCEC0850F — Safety Tether. Discoloration of Safety Tether (fabric and hardware).

Presentation to be given at end of PRACA section.

One STS-102 FIAR was statused as follows:

JSCEC0839 — REBA Charger. REBA failed to show green LED during acceptance testing.

In XA signature loop.

The EVA hardware oldest FIAR, opened against the ORU Transfer Device (OTD), is 308 days old.

Also on the list of oldest FIAR’s is JSCEC0814 — TERA. TERA out of configuration.

This FIAR will be put on the past due list to flag. No ECD.

EC5/R. Schwarz presented a closure plan on the Safety Tether FIAR JSCEC0850F. The FIAR was written for discoloration/contamination of the load alleviator strap. Cause of the contamination is unknown. Analysis of long-term exposure of the safety tether to atomic oxygen/ultraviolet (AO/UV) environment and/or contamination will require disassembly/downgrade of two load alleviator straps. After materials are acquired for testing, the load alleviator/hook assembly from the 55-foot tether will be removed, and samples of the Teflon outer cover will be sent to EM for testing. The Nomex webbing will be visually inspected for contamination and/or AO/UV effects, and the metal swabbed with EM-provided materials for signs of contamination. The Load Alleviator Assemblies will be load tested, and the Teflon cover examined under the scanning electron microscope (SEM). The energy dispersive spectrometer (EDS) will be used to determine the elements that are present in the contamination. The Teflon cover will be examined using the infrared microscope to determine the molecules present. Safety Tethers S/N 1007 and 1008 cannot fly until the Load Alleviators are replaced. Samples need to be assessed and the 15-year certification of the strap verified.

The Chairman requested EC5 obtain concurrence for the proposed testing from EM/J. Holt.

The Mission Hardware Status will be worked at the Weekly Integrator’s Telecon. Issues requiring support or elevation to the Tools Panel may be submitted.

  1. HITS Status Review — XA/J. Manning

The HITS Status was presented. Most STS-98 (5A) items have been delivered.

  1. H-0940 — Russian PWP Adapter — XA/M. Tullar
  2. This CCBD requests development of a concept for integration of the Russian PWP to interface with either TREE or APFR. It was suggested that MOD generate a CR to demolish the existing Strela Grapple Fixture to cannibalize for the adapter. EC5/L. Bailey will gather data on the Russian PWP to verify that this interface is acceptable.

    Decision: Route for technical concurrence.


  3. H-0941 — SO LTA Cable Bags — DX3/R. Gauvreau
  4. This CCBD requests a ROM and schedule for SO LTA bags to installed on 7A.1. Three flight bags and three trainers are requested. Funds for this effort will be obtained via an ISS CR.

    Decision: Route for technical concurrence.



  5. Walk-on: SEEDS/Ham EVA Translation Frame Build and Certification Options — OM3/C. Conley

The Russian side has grouped the four ISS Ham Antenna Systems with the SEEDS manifested on Progress. The OM3/ISS Russian Elements Office has been requested to provide a frame to accommodate this hardware. Options presented were:


  • Russia build, certify and launch frame on Progress (Russian hardware only)

  • ISS Ham build and certify frame for launch on Shuttle

  • EVA Office build and certify frame for launch on Shuttle

  • ISS Ham build and GSFC certify frame (funded by OM) for launch on Shuttle

  • One side build and certify and the other side launch the frame

This request will be discussed off line to obtain EVA certification criteria.

Action 8/28/00-2 — EC5/C. Chang: Modify drawings for Top Mounted Handrail Assy, SEG33106347, to clarify intent that existing inventory of -3XX handrails are acceptable for use, but future builds will be of the -8XX configuration.

Action 9/19/00-1 — EC5/C. Chang: Investigate Spacehab Discrepancy Notice on WIF Sockets.
