The EHB met at JSC on March 7, 2001, in Building 1, Room 360, at 1:00 p.m. Representatives from the following organizations participated:

The following items were presented:

 


  1. Hardware Integration Schedule XA/B. Counts


Changes to the schedule include the STS-104 (7A) ISS A/L CEIT on 3/14/01 and PLB Ship on 4/4/01, STS-100 (6A) landing/early destow on 4/30/01, STS-105 (7A.1) CEIT ship on 5/7/01, CEIT on 5/19/01, Bench Review on-dock on 5/24/01, and flight ship on 6/20/01.

Fourteen FIAR’s are open for EVA hardware and are shown by flight as follows:

Three FIAR’s were reported as past due and statused as follows:

BFCE029F105 — PGT. Pistol Grip Tool chatter.

New ECD to be assigned.

JSCEC0848F — Equipment Hook. Inadvertent equipment hook release.

To review tapes. New ECD to be assigned.


JSCEC0849F — Safety Tether. Slow retract of tether.


Will put together recommendation. Per Crew Debrief, redesign is preferred. New ECD to be assigned.


No new FIAR’s were reported.

No FIAR’s are open for STS-102.

The following FIAR for STS-100 was statused:

JSCEC 0853F — Bayonet Probe. Unsatisfactory fit of bayonet probes to bayonet receptacles.

Still working. Backing off ball detents in interim.

The following FIAR’s for STS-104 were statused:

JSCEC0839 — REBA Charger. REBA failed to show green LED during acceptance testing.

Anticipate early April closeout. Will continue to do interims.

JSCEC0842 — Modular MWS Gimbal Assy. Fraying of end effector cord.


Approved CR to go to better cord configuration. Originally done under sustaining, but additional monies required. Will come back for money on 3/13/01.


The oldest FIAR, against the Adaptive Payload Carrier, is 547 days old.

  1. Certification Status NS22/G. Wright
  2. There are no open hardware certifications for STS-102.

    There are six open hardware certifications for STS-100 – SAFER’s and SAFER IVA Batteries, SAFER Inhibit Plug, and Switch Guard Assy 2 Hand Controller. Cert closure for the SAFER batteries is in work.

    Twenty-one items are showing open certification for STS-104. Cert due date to S&MA was updated to April.

  3. On-Orbit Limited Life Status — NX/R. Toler (representative)

The Bi-Weekly On-Orbit Limited Life Status was presented. Items flagged for nearing expiration date include the Retractable Equipment Tether, P/N SEG33106164-353/-383 and the ORU Transfer Device, P/N SEG33106254-303.



  1. EMU RDR and Certification Status NC512/C. Sager

The total open EMU RDR’s by flight are as follows:

There is one open certification item for STS-102 — EMU Advanced Battery. This battery is not flying on STS-102 and is pending ESEL revision to demanifest.

There are two items requiring certification for STS-100 — MWC Flight Cover, PLSS TMG.


The STS-104 (7A) Certification Status lists 26 open certification items. Cert due date to S&MA is 3/8/01.

  2. STS-98 IFA actions have been assigned and are included in the EHB Agenda package. Actions are to be reviewed and any updates required are to be forwarded to the EHB Chairman or Secretary. IFA’s can be closed with the opening of a FIAR. IFA actions will be statused at the EHB, beginning 3/14/01.

  5. H-0960 — STS-102 Open Tool-to-Tool Fitchecks — HSMS/J. Case

This CCBD requests EHB concurrence on accepting the risk of not performing all tool-to-tool fitchecks for STS-102. Root cause of the inability to complete the fitchecks is late addition of tools to the flight, new hardware builds, and hardware logistics disconnects and planned operational use. XA/S. Doering requested all fitchecks be worked with I&O Flight Leads to see which mission-specific tools have planned interfaces with tools on-orbit. If none, the tools should not be listed as requiring risk acceptance. Mr. Doering also requested a better summary to include details on amount of risk involved. The Increment Office will also be added for concurrence.

Decision: Approve.

  1. Extension of USA SAFER Sliders — ER/K. Lewis

Background: Due to the design of the Small EMU and EMU Planar HUT, some crewmembers may be unable to operate the manual isolation valve or deploy the HCM to initiate a self-rescue without extending the sliders forward.

This presentation is in response to action requirements contained in H-0906 – Extension of USA SAFER Sliders. The action called for ER to provide cost and schedule estimates for the following:


  • Developing a viable design concept for moving the SAFER slider mechanisms forward 2 inches.

  • Developing the detailed design, fabrication, and certification plan for the new concept.

  • Retrofitting the Class I SAFER fleet and the Class III SAFER Engineering Unit with the modifications.

  • Updating the required documents as appropriate.

A review of the SAFER drawing list has identified 49 drawings that will require modification or replacement to implement the change, with a possibility of more being identified during the design process. The structural redesign will require new stress and thermal analyses and a repeat of development and certification test programs.

Several issues were also brought forward. Modifications will require change of HCM deployment, causing SAFER to violate PRD stowed volume requirements, increasing weight, and increasing risk of inadvertent HCM deployment and Manual Nitrogen Isolation Valve closure.

At the ROM estimate of $4.130K, and the 2.5 years required to build and certify, ER has recommended not implementing this change.

Decision: XA/G. Lutz to request CB/L. Chiao assessment of difficulty in reaching slider. .
