The EHB met at JSC on January 31, 2001, in Building 1, Room 360, at 1:00 p.m. Representatives from the following organizations participated:

The following items were presented:

 


  1. Hardware Integration Schedule XA/B. Counts


Changes to the schedule include the STS-98 launch date change to 2/7/01, STS-102 launch date slip to 3/8/01, and STS-104 launch date slip to 6/8/01. Included with the Hardware Integration Schedule were the EVA Milestone Review Schedule, showing CoFR and FRR dates and a Special Projects Flight Assignments chart showing I&O leads, Hardware Integrators, Mission Managers, Fitcheck Engineers, and MOD DX leads by flight. The EVA Milestone Review Schedule is available on the XA Web Home Page. The Special Projects Flight Assignments is an internal XA form.

  1. PRACA Status NS43/T. Miller


A total of 17 FIAR’s are open for EVA hardware and are shown by flight as follows:

Four FIAR’s were reported as past due and statused as follows:

JSCEC0796 — Active WIF Assy. Active WIF control knob appeared to have increased force to operate.

In XA signature loop.

BFCE029F105 — PGT. PGT chatter.

Will fly again on STS-98 and STS-102 and will close if there are no anomalies.

JSCEC0841 — PFR Gimbal Assy. Roll joint buttons binding.

Unique to 1 unit. New root cause requested. Screens in place to catch for interim.

JSCEC0814 — TERA. TERA out of configuration.

EC5/B. Greene to track. Believed to be closed.

Two new FIAR’s were reported:

JSCEC0851— General Purpose cutter. During PIA testing, handle would not lock at the torque spec.

To relook at design. Tool can still be used.

JSCEC0852 — Equipment Hook. Bail lever sticking during PIA functionals.

Believed to be unique to one S/N.






The following STS-102 FIAR was statused:






JSCEC0839 — REBA Charger. REBA failed to show green LED during acceptance testing.

Interim in signature loop.

The oldest FIAR, against the Adaptive Payload Carrier, is 512 days old.

The total open EMU RDR’s by flight are as follows:

All certification is closed for STS-98.

There is one open certification item for STS-102 — EMU Advanced Battery. Not flying on STS-102; pending ESEL revision to demanifest.

There are seven items requiring certification for STS-100 — Disposable Insuit Drink Bag, (DIDB), BSI with Toe Cap Assy, Arm Sizing Ring, Impact Shield, Secondary Oxygen Pack (SOP), Impact Shield, ISS EMU Umbilical. ESEL’s are in process of updates, which will remove these items from the open cert list.



The STS-104 (7A) RDR and Certification Status will be added next week.



  1. On-Orbit Limited Life Status — NX/R. Toler
  2. The first Bi-Weekly On-Orbit Limited Life Status was presented. This information was retrieved from the On-Orbit ESEL and the PRACA/Certification Report and will be placed in an SR&QA controlled database planned to be on line by the end of June 2001. This status contains JSC-only shipped hardware and shows limited life requirements, expiration date, and cycles remaining. USA was requested to prepare a similar status showing limited life data for USA-only shipped hardware, also to be presented to the EHB on a bi-weekly basis. It has not been determined who will be responsible for data entry and updates to the new database; however, it was noted that MOD had previously volunteered to be responsible for inputting EVA times (number of actuations) once the database is on line.

    A question arose concerning leaving expired hardware on orbit. It was suggested that the next status "red-flag" or include an extra page for expired items on-orbit.

  3. Certification Status NS22/G. Wright

All hardware certifications are closed for STS-98.

There are three open hardware certifications for STS-102 — EVA Scissors, QD Cap Removal Tool, and ISS EVA Ohmmeter. The EVA Scissors are in qual testing, the datapack is due from Swales on the QD Cap Removal tools and the ISS EVA Ohmmeter cert paperwork is in the signature loop.

There are five open hardware certifications for STS-100 — 11/16" Box End Wrench, USA SAFER, SAFER IVA Battery, Equipment Tether Reel, and EMU RF Camera Assy. Most of these items are pending ESEL updates.

  1. Funds Transfer Status XA/J. Hall

No funds have been transferred since the last report.


  1. EMU Logistics Status XA/L. Kearney


This item was not presented. XA/L. Kearney stated that this weekly status may be canceled due to the EMU Logistics Plan, which will be presented on a monthly basis.

  1. EHB Action Status XA/G. Lutz
  2. The following EHB action items were statused:

    Action 12/13/00-1 — XA/J. Dutton: Provide a plan to certify the Jettison Stowage Bag before flight. A CR is required through the EHB.

    CLOSED. Bag certified to stow in TSA.

    Action 11/1/00-3 — XA/G. LeStourgeon: Look at something in design fix arena with quick installation to cover D-Rings.

    CLOSED.

  3. H7130 — EMU Flight Logistics Plan — HSWL/D. Ray
  4. This CCBD baselines ground rules and assumptions for the EMU flight logistics plan. It establishes SEMU quantities and HUT sizes for crews already named, and proposes SEMU quantities and HUT sizes for as-yet-named crews for future flights. It establishes numbers up and down per flight, and number left on-orbit, taking into consideration crew sizing and hardware life limitations. This plan will be forwarded to CB management for input before approval. It will also be presented to the EVA CCB on 2/16/01, and formally sent to distribution under signature of the XA Manager, along with the USA SAFER Flight Logistics Plan, to establish the requirements and ensure that any requested changes are formally made through the EHB.

    Decision: Route for technical concurrence. Hold pending input from CB and approval of XA Manager.

  5. H7080 — EMU Program 100% Fitcheck Requirement for Flight Hardware — ILC/G. Okoloise
  6. This CCBD requests updating the FEMU-R-001 to create the 100% ORU EMU Mechanical Fitcheck Requirement for EMU Hardware. This change dictates that all manifested ORU EMU hardware, which are deemed essential (Priority I & II) using a pre-established fitcheck matrix, shall be mechanically interfaced with all potential interfaces to demonstrate on-orbit interchangeability. All fitchecks will be conducted by USA/FCE EVA.

    Decision: Route for technical concurrence. Hold pending ISS approval and funding.

  7. H-0668R6 — Update STS-102 (5A.1) Tools ESEL — XA/A. Mears
  8. This item was deferred.

  9. EMU Servicing Kit Shortages — USA/D. Edwards

This USA presentation requests funding for additional EMU Servicing Kits to support flight and training.

The following action was assigned:

Action 1/31/01-1: Work issues of shortage of Biomed hardware and bring a CR forward to the EHB.

  1. Extend MMWS Allowable Moment Arm — Roll Dash Numbers (H-0808R3) — EC5/R. Schwarz

This item was deferred.

  1. SAFER Battery Gauge Board Certification — NX/P. Brown

Issue: The SAFER Battery Gauge board possesses a design oversight, which allows a radiation induced short that propagates to rapid battery discharge. This risk is considered having a low likelihood of occurrence, but with catastrophic consequences.

SR&QA proposes approving CCBD H-0922, which will add current limiting resistors to the capacity gauge board of the SAFER IVA Battery Assembly to provide protection against space radiation hazards and resulting component failures. This CCBD was presented to the EHB on 12/13/00 and put on hold at the request of the Chairman pending further discussion and SR&QA position eliminate the risk.

Decision: Route for technical concurrence. Hold pending separate meeting between SR&QA and XA.
