The EEB met at JSC on April 18October 24, 2001, in Building 1, Room 360, at 1:00 p.m. Representatives from the following organizations participated:

The following items were presented:

  1. Hardware Integration Schedule XA/Barbara Counts

Changes to the schedule include STS-109/HST-03B CEIT 12/1/01, Bench Review 1/4/02, and V1103 1/31/02.

  1. PRACA Status NS43/Terry Miller


Twelve A total of eleven (11) FIAR’s are open for EVA hardware and are shown by flight as follows:

STS-100 (6A) 0


STS-108/UF1 1


STS-109/HST 6


STS-110/8A 11


STS-111/UF2 11

Two FIAR’s were reported as past due and statused as follows:

JSCEC0860 — Body Restraint Tether (BRT). BRT will not stabilize after tensioning.

A new ECD is required. This will be provided by 10/31/01.

JSCEC0901 — EHIP Light. EHIP light out of configuration because of crossover band assembly.

A plan is in place to swap out the on-orbit unit.


One new FIAR was reported as follows:


JSCEC0905 — High Strength Bridge Clamp. During assembly, the caphead screw P/N NAS1352C06-16 sheared off. Possible suspect of over torqueing the same caphead screw on other HSBC units.

A status will be presented to the 10/29/01 Tools Panel and an interim disposition written.

The following STS-109/HST-03B FIAR was statused:

JSCEC0873 — MMWS Gimbal Assembly. Anchor pin found loose inside of the spool pack assembly.

A new design is in work.

There are six EVA hardware and two EMU CAIP FIAR’s. The following were statused:

JSCEC0886 — Top Mounted Handrail, Custom Handrail, Handrail Bracket. Discoloration found inside handrail bracket tube and powdery substance found to be aluminum oxide during PDA.

Corrective action is in place. More updates to the machining process are in work.

JSEC0895 — Handrail Bracket. Visual inspection of handrail stanchion through hole showed inconsistent depth of step feature below threads. The stanchion design was certified by test.

A final should be submitted by 10/30/01. Outstanding work includes DCN’s and paperwork updates.

JSCEC0889 — Modular Gimbal Assy. Potential failure of screws on MMWS gimbal assembly.

DR’s and a new cert have been written. The dash number has been rolled. The FIAR can close.

JSCEC0882 — MMWS Retracting End Effector. Lever sticking during actuation (open/close) at cold extreme thermal acceptance testing.

This will be remedied in the next configuration change. DCN’s are being opened.

JSCEC0781F — 5/16" Wobble Socket. Wobble socket detached from PGT during STS-103 EVA.

This is pending completion of change out of all mechanisms.

JSCEC0881 — EHIP Lights. Flat washer used on EHIP frame fasteners permanently deforms when torqued.

Cert has been written; close via DR.

No FIAR’s are open for STS-100.

STS-104 (7A) FIAR’s were statused as follows:

JSCEC0839 — REBA Charger. REBA failed to show green LED during acceptance testing.

EC5/ Hiep Nguyen will be going to the contractor (Summit) 5/4/01.

JSCEC0863F — Modular Gimbal Assy. End effector is sticking/not closing (STS-98 anomaly).

EC5/Roger Schwarz reported that he is getting more information from Oceaneering. There may be a "broke" in configuration control. Getting story.

BFCE026A024 — High Strength Bridge Clamp. Unlock push button will not extend.

EC5/Roger Schwarz reported the hardware is going through vibe testing this week.

STS-105 (7A.1) FIAR’s were statused as follows:

BFCE029F105 — Pistol Grip Tool (PGT). PGT Chatter.

EC5/Roger Schwarz reported this FIAR is still unexplained. The PGT will be shipped for MPLM Bench Review the end of the month. Interims will be written within the next 2 weeks. Hardware is to be left on-orbit.

The Chairman requested a note be added to the status to show dates interims are needed, shipping on open DR, etc.

The EVA hardware oldest FIAR, against the USA SAFER battery erratic current readings, is 390 days old.

  1. On-Orbit Limited Life Status — NS43/Terry Miller
  2. The On-Orbit Limited Life Status lists expirations through February 2002, including the MUT tool carrier, ORU transfer device, tether extension assembly and trace gas analyzer. The CARD has been updated for the tether extension assembly, so this hardware should come off the list. A meeting will be called to discuss how limited life items should be tracked and data entry responsibilities.

  3. Certification Status NS22/Greg Wright

Open certification for STS-108/UF1 includes the modular gimbal assembly and EHIP lights.

There are 13 open certification items for STS-109. Paperwork for the APC/MFR latch assemblies is in work.

Open certification for STS-110/8A is the MT energy absorber. A new cert due date of 11/5/01 was assigned.

5. EMU RDR and Certification Status NS22/Charles Sager

There are two open certification items for STS-108/UF1, 13 open certification items for STS-109/


HST-03B, and four open certification items for STS-110/8A.

6. USA Limited Life Status — USA/Nancy Jeanne Neason

USA has no updates to the Limited Life Status.

7. On-Orbit FIAR’s/DR’s — XA/Kristin O’Brien

This item was not presented; however, EC5/Kim Hostetler gave an overview on the HSBC fasteners torque tolerance issue.

  1. Funds Transfer Status XA/Janice Hall

The Agency is still under a continuing resolution; therefore, funds are being transferred for on-going work only.

 


9. EMU Rotation Plan (H7130) — HSWL/Donna Ray

Updates to the EMU Rotation Plan are scheduled for presentation to the EEB on the last Wednesday of the month; however, this is on hold pending the 11/8/01 JPRCB review of options from the SSP and ISS 9A and 11A Tiger Team.

  1. USA SAFER Flight Logistics Plan (H-0933) — XA/Anh Huynh

There were no updates to the USA SAFER Flight Logistics Plan

11. IFA Status — XA/Glenn Lutz

The following EEB IFA’s were statused:



STS-104-9: In-suit EMU battery recharge early termination.

This IFI will be reported to ISS on 10/30/01 for close out.

STS-104-6: Incorrect BCA data downlink.

DX3/Peggy Guirgis will work this closure.

STS-104-5: Initiate DR on RET’s returned on STS-104/7A to determine which serial number was discrepant, if possible


CLOSED 10/15/01. Per EC5/Roger Schwarz, postflight evaluation of the retracting tether inventory has identified one retracting tether S/N 1078 that is not retracting properly. EC5 has generated a DR against this unit. Disassembly and rework as required will be documented on the DR.


12. EEB Actions Status — XA/Glenn Lutz

The following EEB actions were statused:

9/19/01-1: Incorporate into V1103 procedures the ability to verify C/W tones.

This action is still in work.

12/5/00-2: Assess all tools used in SSA processing for possible inclusion in SSA Maintenance Manual.

This action is pending CR submittal.

9/26/01-1: Document best practices on maintaining life of batteries.

EC5/Mike Lawson was requested to contact the actionee for an updated status.

4/30/01-1: Track and report completion of validation testing of the EMU and PWR water storage capability to the 25 EVA levels.

A new due date of 11/14/01 was assigned.

9/26/01-2: Document how boots Hamilton Sundstrand sends to the field are in compliance with the ICD requirement.

The actionee will be requested to contact XA/Glenn Lutz.

6/27/01-1: Act on TSA processing recommendations.

A letter to USA on recommendations will be written.

8/27/01-1: Verify that ISS airlock can be equipment pass through for PGT’s and BRT’s (if required) to perform 96 bolt contingency task.

A new due date of 11/28/01 was assigned.

8/8/01-1: Update ICD to existing capabilities of tool (ref: PGT torque tolerance discrepancy).

A new due date of 11/14/01 was assigned.



9/13/00-2: Publish policy statement on GDRD’s, showing as part of new hardware, rationale for operational constraints must be cited.

A letter will be written to request ops constraints be more clearly defined.

No further items were brought forward, and the EEB adjourned.
