Description

NASA/GSFC intends to negotiate a noncompetitive follow on contract with the University of Alaska at Fairbanks (UAF) for the continued development and Maintenance of the Synthetic Aperture Radar (SAR) Distributed Active Archive Center (DAAC) for the Earth Observing System Data and Information System (EOSDIS). The statutory authority is FAR 6.302-3(a) (2) (ii) which provides that full and open competition need not be provided for when it is necessary to award a contract to a particular source in order to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. This follow-on contract with UAF will ensure the establishment and maintainability of essential research and development capabilities for NASA’s Earth Science Enterprise Program. UAF is uniquely qualified for establishing and maintaining an essential capability for development work calling for the practical application of investigative findings and theories of a scientific nature, as well as, establishing and maintaining an essential capability for theoretical analyses, exploratory studies, and experiments in Earth sciences. The UAF’s Distributed Active Archive Center (DAAC) is unique among NASA’s DAACs in receiving direct downlink data as well as processing, archiving, and distributing it. The period of performance for this contract will be for five (5) years. The SAR DAAC will continue to be operated as a part of the Geophysical Institute (GI) Alaska Satellite Facility (ASF) and perform user services, product generation, data and information management, data acquisition, archival and distribution, and related science support activities. The facility will acquire and process SAR satellite data to generate digital elevation products that currently serve as an archival and distribution center. The SAR data to be processed and distributed is from the orbiting Radarsat-1, ERS-2 and ALOS satellites. NASA/GSFC plans to award the contract to the University of Alaska Fairbanks, Geophysical Institute, 903 Koyukuk Drive, P O Box 757320, Fairbanks AK 99775-7320. Interests in subcontracting opportunities should be directed to UAF at the above-mentioned address. Interested organizations may submit their capabilities and qualifications, 10 pages or less, indicating the ability to perform all aspects of this effort in writing via Fax Number 301-614-5267, attention Gail Boger or email to gail.d.boger@nasa.gov no later than October 17, 2007 at 3:30 pm. Eastern Standard Time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.
