Description

The U.S. Department of Energy (DOE), Office of Nuclear Energy, Science, and Technology, (NE-50), is conducting a Markey Survey to identify small businesses capable of providing specialized technical, analytical, advisory and assistance and administrative support services to NE-50.

Firms must provide detailed descriptions of capability and demonstrated past experiences, including an inventory of current employees who possess experience in the following areas:

(1) Space Nuclear Reactor Power System Applications – support shall be provided for technology development activities and projected future space mission applications involving nuclear reactor systems;

(2) Space Nuclear Systems Application – the contractor shall assess possible future missions from the standpoint of evaluating radioisotope nuclear power requirements and power source designs;

(3) Assistance on Launch Activities involving Nuclear Materials – operational and technical assistance in support of contingency planning; emergency response planning and preparations, ground support, launch meteorology analysis, and transportation and handling activities involving DOE provided radiological materials for NASA missions to include spacecraft launch and/or recovery operations.;

(4) Terrestrial and Marine Nuclear Systems – involvement in current and projected U.S. terrestrial and marine projects,

(5) Project Systems Integrations Management Support – provide project management integration support services for major NE-50 projects consistent with DOE Order 430.1A,

(6) Program Development and Technical Evaluation – provide advisory assistance to NE-50?s mission supplying nuclear power systems programs.

Firms must also provide the percentage of availability that these same current employees could provide to support this project, assuming an April 1, 2004 contract start date. All contractor personnel are required to have a valid “Q” security clearance at the time of contract award. A DOD Top Secret or other clearance based upon a Single-Scope Background Investigation (SSBI) is acceptable if the background investigation is less then 5 years old.

This effort will require travel to various DOE facilities and locations. On-site performance at selected DOE facility will be required. Day to day interaction with NE-50 is a requirement for this contract; the Contractor shall maintain its facility within 40 miles of the NE-50 Germantown Office. Small businesses responding to this market survey must submit their response via the Department of Energy ?Industry Interactive Procurement Systems? (IIPS) at the following internet address http://doe-iips.pr.doe.gov/ no later than 3:00 p.m. on December 26, 2003. Contractors must register via the IIPS web site prior to responding to this Market Survey.
