The Norfolk District, Corps of Engineers is contemplating a firm fixed priced contract for the Design-Build construction of a 16,000 square foot Mission Launch Control Center located at the Wallops Flight Facility, in Wallops Island, Virginia. The primary functions of the building are support of the mission launch control for Launch Pad A and Launch Pad B, and launch control for Sounding Rockets Program Office.

Building code criteria is as follows:
Use Group: business Group B
Construction type: Type II-B, Non-Combustible, Unprotected, Fully sprinklered
Basic Wind Speed: 115 mpg
Exposure Category: C
Occupancy Category: IV
Importance Factor: I=1.1

Re-grading of the site will be required, several underground utilities may need to be relocated, and modification to existing bituminous concrete roadway may be needed. Contract duration is estimated at 380 days.

The magnitude of construction is between $5,000,000.00 and $10,000,000.00. The NAICS code applicable to this requirement is 236220, with a small business size standard of $33.5 million. The proposed procurement listed herein is 100% set-aside for Small Business Concerns.

This requirement will be awarded using a two-phase, best value procurement method. The contracting officer will award a firm fixed price contract to the responsible offeror whose proposal conforms to the solicitation, is fair and reasonable, and offers the best overall value to the Government, determined through a two phase solicitation process. The phase 1 and phase 2 evaluation factors are as follows:

Phase 1 consists of four (4) evaluation factors: (1) Past Performance, (2) Specialized Experience, (3) Key Project Personnel – Capabilities and Experience, (4) Organization and Technical Approach.

Phase 2 consists of seven (7) evaluation factors: (1) Building Functional, Aesthetics and Space, (2) Quality of Building Systems and Materials, (3) Site Design, (4) Sustainability, (5) Proposed Contract Duration and Preliminary Summary Schedule, (6) Small Business Participation, and (7) Cost/Price. All non-priced factors when combined are significantly more important than cost/price.
