Description

NASA plans to extend the period of performance for contract NAS5-01072 with Johns Hopkins University Applied Physics Laboratory (JHU/APL) for an additional three years to continue post-commissioning sustaining engineering and Mission Operations and Data Analysis (MO&DA) services for the Living with a Star Program Radiation Belt Storm Probe (RBSP) mission. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Contract requirements include: Designing, developing, fabricating, assembling, integrating, testing and storing the RBSP Observatory consisting of two spacecraft. (Each spacecraft carries identical instruments and instrument suites to support five experiments that will address the mission’s science objectives). Providing the necessary personnel, facilities, materials, ground station, ground support equipment and other items necessary to support the operations of the RBSP mission (including mission planning, mission control (satellite communications), mission assessment, including mission timeline and sequence development, engineering data analysis, and scientific data acquisition and distribution. Coordination of NASA provided services (e.g. Space Network (SN), NASA communications, Ground Network (GN), etc.) required to accomplish mission operations (MO) and data analysis (DA) tasks for the RBSP mission.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 p.m. local (EST) on November 1, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government.

All responsible sources may submit an offer which shall be considered by the Agency.
